On a point of order, Mr. Speaker, Sir. I know that you have asked my good colleague to reveal the source of the documents. To protect whistle blowers--- Most of the documents which come to the Back Bench do originate from the Government. Will I be in order to make a suggestion to the Chair that you talk to the appointing authority to give you the original documents, so that you can compare the genuine document with this particular document?

On a point of order, Madam Temporary Deputy Speaker. I do appreciate what my colleague is doing, but is she in order to bring the issue of hon. Martha Karua here? Hon. Martha Karua has seen the light. She is now “saved”. Hon. Martha Karua is now one of the crusaders on our side. So, in all fairness, could the hon. Member withdraw the remarks she made about hon. Martha Karua?

Mr. Speaker, Sir, this was an idea which was long overdue. However, the equipment he received is not enough. The mobilization aspect of trying to get equipment from Nairobi to Nyakach is too high. Could the Government consider buying more equipment and opening some stations in some parts of northern Kenya, Nyanza and every province so that the equipment can readily be available either to private contractors, roads committees or the CDF?

Mr. Speaker, Sir, the practice goes further even to party leaders. Every time they want audience, the councilors are paid for attending those political functions by the respective local authorities. What action will the Minister take to surcharge all instances where councilors were paid in these political functions?

Mr. Deputy Speaker, Sir, the Minister should know how their Government is operating. The first thing that one does when they are are appointed Minister in this Government is look at the parastatals under their Ministry and replace the majority of their Chief Executive Officers (CEOs) with members of their community. This is not a problem with only this particular Minister, but rather a problem with the entire membership of the Front Bench on the Government side. Mr. Deputy Speaker, Sir, since he is perceived as the Leader of Government Business and because of collective responsibility, I am trying to understand whether the Ministers have agreed to be doing that in the Ministries they take over. This is because it is not only him but several Ministers, including my good brother there.

Mr. Deputy Speaker, Sir, I hear you. But the majority of them, even from my own community, put Chief Executive Officers (CEOs) from their own community. Whether it is Kikuyus or Luos, they put CEOs from their own community. That is most offending. What I am asking is very simple; When will these Ministers start thinking as true Kenyans, so that the positions of CEOs in their Ministries do not belong to them and their communities?
