A Minister cast aspersions on the way the National Assembly is being run, thereby pointing directly to your office. This particular hon. Member, who is an Assistant Minister, implied that, indeed, we are making very many unnecessary trips abroad and the Chair is authorizing trips which are not supposed to be authorized. (b) Is he further aware that Ms. Mumo is still ailing and urgently requires money for specialised treatment?   • 13 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, on many occasions, the Chair has ruled that before Questions are answered, the Government should look into the subject issue being raised by hon. Members. In this particular case, I have a letter from the Office of the Attorney-General which is addressed to the Permanent Secretary, Ministry of Roads and Public Works. It states that they are seeking authority from the Treasury. Meanwhile, they want the cheque for Kshs305,000. He has given a breakdown of the cheque amount.   • 13 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, you have heard the Attorney-General say that he does not know how I got the document. I want to tell him that I am very well-connected. Nevertheless, he has said that he is going to ensure that the payments are made. This lady is representing herself and the original document has been submitted to the Attorney-General's office. The Attorney-General has asked for the certified document. A certified document was submitted in September this year. Could the Attorney-General "bend" fast enough and have these payments made by the end of the month? view

It is true that a similar Question was brought here, and that time it was answered by the Ministry of State for Provincial Adminstration and Internal Security. They gave a different answer because it touched on the recruitment of drivers from ASAL areas, in particular Turkana. Now the same Government has brought another answer to a similar Question and said they relax rules. I am seeking your ruling on this point of the same Government giving different answers to the same Question. view

  • 12 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister used to sit with me on this side. I am sure he remembers one case in Makueni where a senior police officer was sacked through the influence of a Minister purely because he blocked the supporters of the Minister from invading private farms. The name of that officer is on this list. Was that sacking justified? What action is the Assistant Minister taking to ensure that, that officer is either compensated or reinstated? view
