The question is: How do you tell somebody that you have agreed on an increment of Kshs3,000 and then you spread it over three years? That is very difficult. But if you sat with them, I am sure that you would have come up with a solution which is acceptable.

It is very clear that most of these Ministers and the majority of Members of Parliament do not take their kids to public schools. That is why, maybe, the Government does not really see the importance of negotiating. Mr. Speaker, Sir, the Yatta Canal originates from my constituency. The biggest problem is seepage. In the first 20 kilometres, it losses 40 per cent of the amount of water through seepage. When Ndakaini Dam was constructed with the source of water being Tiva River, the amount of water was reduced, which meant less water in the canal. What is the Minister doing to ensure that there is reservoir in Tiva River and that the canal is lined?

Mr. Speaker, Sir, about three weeks ago, I sought a Ministerial Statement from the Ministry of Foreign Affairs regarding a Member of Parliament from Somalia who had been arrested and the stranded Members of Parliament from Somalia. However, this Statement has not been forthcoming.

On a point of order, Mr. Speaker, Sir. This is on the same line but from the Executive side. A Minister cast aspersions on the way the National Assembly is being run, thereby pointing directly to your office. This particular hon. Member, who is an Assistant Minister, implied that, indeed, we are making very many unnecessary trips abroad and the Chair is authorizing trips which are not supposed to be authorized. The rule of separation of powers should be respected. We found it in bad taste for a junior Minister in the Government to criticise the running of this Assembly ...
