Mr. Speaker, Sir, for the information of the Assistant Minister, in the last Parliament, the then Minister for Education, Science and Technology, promised that teachers would be posted to particular schools which are funded by the Constituencies Development Fund (CDF). In a number of cases, they were posted even before registration of those schools. Some of those schools are already receiving money for free secondary education. Mr. Speaker, Sir, we appreciate what the Government is doing and, in particular, this Assistant Minister. Masinga Dam is in Yatta District and about 70 per cent of the towns in the area do not have power. Could he consider having an affirmative action to ensure that where power is generated, all the towns and schools in that area have electricity?

Mr. Deputy Speaker, Sir, the issue of sewage overflowing into the rivers is a serious problem in most parts of the country. If you go to Athi River, around Thika Town, the area called Munyu, you cannot drink its water. It is actually poisonous and risky to drink that water. If you go further downstream, 30 to 40 kilometres, during the dry spell, when water levels are very low, you will witness cases of dead fish. On a point of order, Madam Temporary Deputy Speaker. We feel disadvantaged because the Printed Estimates are not there. I know that this issue has been raised several times, but how are we expected to contribute to this particular Vote if we are disadvantaged and do not have the Printed Estimates?

On a point of order, Mr. Deputy Speaker, Sir. Yesterday, the Minister for Finance was censured by this House. One of the reasons why he was censured touches on the issue of the Safaricom IPO. This is the Question which is being asked by Mr. Ngugi. Yesterday, the House said that it does not have any faith in that particular Minister. This House will not accept an answer from that particular Minister.

Mr. Deputy Speaker, Sir, going by the list, there is one company here called Del Monte Corporation. The Assistant Minister has said that what they have is 3.940 hectares. That is equivalent to about 10,000 acres only. I am very sure that my brother, the Assistant Minister, has not been to that direction. But Del Monte encircles Thika Town and extends another 50 kilometres! Then, on the Thika-Nyeri Road, it goes another 30 kilometres! It is actually 20 kilometres and not 30 kilometres. So, are you sure the figures we have here for Del Monte Corporation are right?

asked the Minister for Water and Irrigation:- (a) whether she is aware that, following the construction of Ndakaini Dam which supplies water to Nairobi, the flow of water to Thika River and Yatta Canal was seriously affected; (b) when Yatta Dam will be constructed to ensure there is enough flow downstream and in Yatta Canal; and, (c) what plans the Government has to rehabilitate the Yatta Canal and solve the serious problem of water seepage along the canal.

Madam Temporary Deputy Speaker, let me thank the Assistant Minister. However, I want to bring to his attention the fact that Yatta Canal, which was constructed during the colonial times, is a 50-kilometre canal which flows into Mwitasyano River. That means that it serves another 100 kilometres. In the other canal, the water flows to a maximum of 30 kilometres. There is no water in the other 30 kilometres.
