  • 30 Apr 2008 in National Assembly: Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, considering that Kenya has over eight million mobile telephone subscribers, considering further that mobile phones have far much replaced landline phones as a means of communication, cognisant that mobile phones can be used to spread hate messages through short message service (sms) as it happened during the post-election period, aware further that in most countries all mobile subscribers are required by the law to register with the service providers; this House do grant leave for the introduction of a Bill to amend the Kenya Communications Act No.2 ... view
  • 30 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, this country has experienced two disasters. We clearly remember the bomb blast in 1998 and the other day, a building collapsed somewhere on 750 PARLIAMENTARY DEBATES April 30, 2008 Ronald Ngala Street. On both occasions, we relied on countries like Israel which are thousands and thousands of miles away. They brought sniffer dogs, equipment and the right personnel to deal with collapsed buildings. On the same two occasions, we had to fly some of the casualty victims to countries as far as South Africa for treatment. What I want to know is: What is the Government ... view

  • 29 Apr 2008 in National Assembly: Mr. Speaker, Sir, this Question was asked last week. In part "a", the Minister has said that he has authorised the NCPB to get into the fertilizer market, so as to stabilise the market. The NCPB buys maize from farmers and stays for a whole one year without paying them. The Board is not even able to pay the farmers. Then the Minister has said that this same Board, that I hate with my heart, has been authorised to stabilise the fertilizer market. What measures will the Minister put in place to reform the unstable NCPB, so that it can ... view
  • 29 Apr 2008 in National Assembly: Mr. Speaker, Sir, I seek your guidance because it is obvious that the effects of the Grand Coalition are being felt. We have the Vice-President and Minister for Home Affairs saying that he is holding consultations with the victims who lost money. On the other hand, 716 PARLIAMENTARY DEBATES April 29, 2008 the Assistant Minister for Finance says that he is not aware and those people have no recourse. view
  • 29 Apr 2008 in National Assembly: Mr. Speaker, Sir, so, the Grand Coalition is yet to start bonding. Would I be in order to ask that this Question be deferred to allow whatever consultations the Vice-President and Minister for Home Affairs has been holding to go on? Mr. Speaker, Sir, since I was in ODM(K), I remember very well that most of those victims were actually in this party. However, why is it that the Vice-President and Minister for Home Affairs and the Assistant Minister for Finance are actually not sitting down together to address this issue? Could this Question be deferred to allow them to ... view
  • 29 Apr 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I rise to request for a Ministerial Statement from the Office of the Vice-President and Minister for Home Affairs, regarding the current crisis facing the Prisons Service. Mr. Speaker, Sir, Parliament has, over time, passed the Budget for the Ministry of Home Affairs, under which the Prisons Service falls. So, in the Ministerial Statement, I want the Vice- President and Minister for Home Affairs to clearly explain the following:- (i) Why no uniforms and boots have been provided to the warders to the extent that some of the warders have been forced to purchase the ... view
