  • 24 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, the issue of fertilizer was among the first Question which was discussed by this Tenth Parliament. The written answer, which the Assistant Minister has given, clearly shows that the Government is not serious in as far as the issue of fertilizer is concerned. It can also show that the Ministry itself is not in a position to deal with the issue of fertilizer. All the House wanted to know was when and at what cost fertilisers will be available. In the last Parliament, I had the opportunity to sit in the Parliamentary Committee on CDF. Going to the nitty-gritty of the appointees, I am in agreement that the Minister has done a good job. Looking at the provision of the law, under Section 5(5), the Minister has addressed the issue of regional balance very well. It is a tendency by Ministers that, when they are asked whether they are aware, they answer that they are not aware. The reason why we bring Questions to this House asking whether the Minister is aware, is for him to talk to his officials and bring a satisfactory answer to the House. There are funds for free secondary education. There are also bursary funds for secondary schools. So, could the Assistant Minister clarify whether he is talking about free secondary education because funds for bursary are yet, to be received? That is the position! view

However, we know districts in this country are given on how one is connected politically. There are some constituencies with two districts. Mr. Deputy Speaker, Sir, all we are asking is for the Government to implement the policy of one constituency, one district. That is every constituency to become a district. The Assistant Minister says that he will bring a satisfactory answer to this Question next week.
