  • 23 Apr 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I wish to second this Motion. Kenyans carry too many documents. An average wallet of a Kenyan contains an identity card, a voter's card, automated teller machine cards and business cards among others. view
  • 23 Apr 2008 in National Assembly: I am also reminded of a party card, more so if you are a former KANU man! Mr. Deputy Speaker, Sir, the cost of producing identity cards and voters cards is very high. It is only fair that the Government reduces the expenditure and effectively combines the two documents. The additional information required in the identity card is the elector's number and the constituency. During voting time, it is even more interesting. Before you vote, if you have your voter's card you are asked for your identity card, if you do not have the identity card, you cannot vote! In ... view
  • 22 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, in most productive parts of this country, which are considered to be the grain basket for the country, feeder roads are impassable. In most cases, especially during the rainy season, farmers are forced to pour down milk. Is there a clear-cut policy by the Government to ensure that feeder roads are tarmacked? In the 1960s, the Government of Kenya had a policy of ensuring that roads which serve highly productive areas were tarmacked. Does the current Government have a clear-cut policy to ensure that roads in highly productive areas are given priority and tarmacked? view
  • 17 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, we do have high regard for the Chair. These are difficult times for the Opposition. They say that desperate times call for desperate measures. After the 2007 General Election, we were faced with desperate times where the laws we had were no longer suitable. Mr. Deputy Speaker, Sir, that is why we had to come up with desperate measures. One of the desperate measures we came up with was the formation of the Grand Coalition Government. It was not the wish of Kenyans to have a Grand Coalition Government. However, we were in desperate times and ... view
  • 16 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- `THAT, recognizing the immense contribution to the economy by the plastic industry, and further appreciating the fact that the management of plastic wastes has for a long time been a major issue of concern for both the Government and the plastics manufacturing sector, this House grants leave to introduce a Bill for an Act of Parliament entitled the "Plastic Control Bill" to regulate the production, distribution, consumption, recycling and disposal of plastics in the country. view
  • 16 Apr 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I do rise again to ask you to reconsider your ruling. Democracy in this country has come a long way. There was an era of a single-party State. In essence, in your ruling you are saying that we are back to the era of single- party system. What the Backbenchers are asking is very simple: Since the three - parties involved in the grand coalition did not find it necessary for very strange reasons--- I know my brother served under a single-party state. When you are in power and there is ... view
  • 16 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move the following Motion:- THAT, recognizing the immense contribution to the economy by the plastic industry, and further appreciating the fact that management of plastic wastes has for a long time been a major issue of concern for both the Government and the plastics manufacturing sector, this House grants leave to introduce a Bill for an Act of Parliament entitled "the Plastics Control Bill" to regulate the production, distribution, consumption, recycling and disposal of plastics in the country. Mr. Deputy Speaker, Sir, today, there is no law dealing with production, distribution, consumption, recycling ... view
  • 16 Apr 2008 in National Assembly: Madam Temporary Deputy Speaker, it is unfortunate nowadays that, when young people rise up to fight for their rights, they are given certain titles like Mungiki, Jeshila Mzee and all kinds of names. It is not possible that over 100,000 youths are up in arms and all the Government can say is that they are the Mungiki. I watched the news last night. Those people are saying simply that land in Central Province is held by very few people. Their fathers fought for the Independence of this country and they got nothing. We want to know what is the permanent ... view
  • 16 Apr 2008 in National Assembly: Madam Temporary Deputy Speaker, I know that the Minister has a policy. I am sure that when he took over, he must have told KPLC that it is not going to be business as usual in as far bills which are not paid are concerned. Nevertheless, disconnection of this power supply to the water companies in some parts of the country, for example, Kisumu in western Kenya, led to the outbreak of cholera. Madam Temporary Deputy Speaker, I want to make an appeal and also seek clarification as to whether it is possible, rather than have 30 days, these bills ... view
  • 16 Apr 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I want to thank all those who have contributed to the Motion. I also want to make a few remarks. It is true that plastic is cheap. It is a wonderful material. However, it has its own problems. It is an evil we cannot do without. The best thing for us to do, unlike in some countries where they have banned the use of plastic, is to come up with legislation which will best suit the country rather than punish the people. Madam Temporary Deputy Speaker, Mr. Mungatana mentioned the need to create bodies ... view
