On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Ministers to sit on the Opposition side and harass the Backbenchers? Could I ask the Chair to request or order the Ministers to move to where they belong, so that we can deal with them?

Mr. Deputy Speaker, Sir, it is very important, and very unfortunate, that those who negotiated for the Grand Coalition Government forgot to negotiate for a Grand Opposition. I agree with my colleague that this House is made of two parties; the Government and the Opposition. No Government likes the Opposition. Mr. Deputy Speaker, Sir, therefore, the Grand Coalition Government is very happy because, legally, there is no opposition. Mr. Deputy Speaker, Sir, in 2003 and 2004, when we had hon. Michuki as the Minister, speed governors were working. At that time, safety belts were being worn. Mr. Speaker, Sir, the practice before is that fertiliser and other farm inputs, including seeds, are given in very small quantities. Seeds, for example, are given out as if they are drugs such as panadol. Could the Vice-President and Minister for Home Affairs assure this House that this time round, the right amount of seeds will be given to farmers? Could he also give the time frame within which the farmers will get the seeds and at what cost?

Mr. Speaker, Sir, as I said, the practice before is that farm inputs are given in very small quantities to farmers. These quantities are of no use to them. Could the Vice- President and Minister for Home Affairs ensure that the right amount of farm inputs are given to farmers? Mr. Speaker, Sir, secondly, could he also inform the House the time frame within which the farmers will get these inputs and at what cost?

Mr. Speaker, Sir, I rise to support this Motion. However, when I go through the list of the proposed names, it appears that most of them are the gurus of political parties. Therefore, it appears that all of them are likely to be appointed in the Cabinet. Mr. Speaker, Sir, in the most likely event that all of them join the Cabinet, may I suggest that for the sake of promoting democracy and for the sake of "Opposition of National Unity", which will be the role of the Backbenchers, this list be brought back on the Floor of this House ...

Mr. Deputy Speaker, Sir, these are several markets. Why should the contract for these three markets be given to one contractor? Why not award each market a different contractor or a maximum of two markets for one contractor? Why give so many markets to one contractor unless there is somebody in the Ministry with some interest?

Mr. Speaker, Sir, doctors come in many forms. There are police pathologists who are also doctors. Currently, I think we only have two police pathologists. Could the Ministry consider employing more pathologists to work under the police force?
