Mr. Speaker, Sir, it is obvious that the Minister has not decided on how these funds should be disbursed. The Ministry has not yet come up with a criteria of disbursing the funds. Therefore, may I, kindly, request that this Question be deferred until when we have a specific criteria of doing so?

Mr. Deputy Speaker, Sir, the issue of rich agricultural areas' feeder roads is crucial. When you go to parts of Meru, which are very productive, you will see that their roads are not tarmacked. When you go to Ol Kalou and Kangundo, which are also very rich agricultural 3288 PARLIAMENTARY DEBATES November 1, 2006 areas, you will see that roads there are not tarmacked. The Government is busy constructing roads in other areas. Could the Assistant Minister have roads in these rich agricultural areas tarmacked?

Mr. Deputy Speaker, Sir, about a month ago, the Ministry issued a circular saying that they are going to spend Kshs500,000 in every constituency to equip one polytechnic. Now, the Minister says they are going to spend Kshs2 million. Could he confirm whether that is an additional amount?

Mr. Deputy Speaker, Sir, it is unfortunate that the people affected do not have the power to fight back. There are two Ministries involved here. There is the Ministry of Local Government, whose officers allocated this land, although it never belonged to them. It was the officials of this Ministry who issued letters of allotment for the pieces of land in question. It appears that this Government has also been handling stolen property. It has been collecting taxes from these people and issuing them with licences. I would like to seek clarification as to whether it is the Government's policy ...

Thank you, Mr. Deputy Speaker, Sir. When the DREs submit any work plans, no one is supposed to make any alterations. This means that if a bridge is swept away, then it has to wait for an allocation in the next financial year. Once that happens, some areas are left totally cut off from the rest. There is a bridge in one of my divisions which was swept away last year, but the DRE could not use the funds which had been allocated to him. Why does the Government not allocate emergency funds to address such simple cases?
