  • 17 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, there are certain rights that a property owner is entitled to. There is the right to sunshine and privacy. Currently there are constructions going on in residential neighbourhoods where offices are coming up, denying the owners of neighbouring properties their rights. The Assistant Minister says that the Government will come up with new policies. What action will he take to stop the constructions which are going on? What will he do about the constructions which are in existence, to make sure that they are either moved out or demolished? view

(a) Is the Minister aware that very many youths do not have national identity cards as a result of which they cannot vote in both parliamentary and presidential elections? (b) Is he further aware that the Electoral Commission of Kenya will be registering voters from 15th August to 15th September, 2006 and that there will be no further voter registration before the next general elections? (c) What urgent action is the Minister taking to ensure that youths ... view
  • 3 Aug 2006 in National Assembly: Mr. Speaker, Sir, sometimes these Ministers amaze me. In part "b" of his reply, the Minister says that he is not aware and that is the end of it. As a Member of the Cabinet, could he not have consulted his colleague to confirm whether it is true because the issuance of IDs and voter registration cards go hand in hand? The Chairman of the ECK, Mr. Samuel Kivuitu, has already stated that he will not give voter registration cards next year. What will the Minister do to ensure that our youth get IDs immediately before the Chairman of the ... view
  • 3 Aug 2006 in National Assembly: Thank you, Mr. Speaker, Sir. It is one thing to apply for an identity card, and it is another thing to get it. I know that the Minister has a problem with his cleaners who steal documents like passports and identity cards. Can he assure us that the people who apply for identity cards get them as fast as possible, because they are denying the youth the chance of even looking for employment? You cannot look for employment without an identity card! view
  • 2 Aug 2006 in National Assembly: Mr. Deputy Speaker, Sir, is the Assistant Minister in order to imply that we are not serious when we spend a lot of time here and out of ten Questions which are brought in this House, seven of them are deferred, according to my statistics? Is she in order? view

  • 2 Aug 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. First of all, I need to thank the Minister for Local Government for the good job he is doing. I want to start with the good example of trying to revert things to where they used to be. A particular case in point is the current programme of beautification of Nairobi City Council. Recently, I visited Lusaka City. Although, they are many years behind Kenya, but that city is properly planned. It is Kenya in the 1960s. This city was beautiful in the 1960s and early 1970s. We need to see what we ... view
