The Government, although very late, should know and capitalize on the good will of Parliament as far as infrastructure is concerned whether it is roads, airports or rail. This House has been committed. The Speaker has been very clear and so are we. I have a word of caution to my good friend who is here. One, Maria Nzomo is still the Chief Executive Officer (CEO) of the Kenya Institute of Education (KIE). Two, this business of making allegations and then condemning somebody without hearing her side of story is not good. If this House follows that route, we will not do justice to our people.   • 9 Jan 2013 in National Assembly: Mr. Deputy Chairman, Sir, I think that he has put it in a very good way. But having served as a Member of this Committee and also known the work of the other Committee, it will be almost impossible for that Committee to work if we combined both Internal (the police) and also Defence. Hon. Members need to remember that every day we have about five Questions coming to the House. This is one of the busiest Committees.   • 8 Jan 2013 in National Assembly: Mr. Speaker, Sir, when the Ndakaini Dam was being constructed in the early 1980s, people downstream in Thika and Yatta were affected. Even a project such Yatta Canal which was constructed by the colonial Government no longer have water throughout. Now, we have another project coming up known as the Yatta Dam, and which the Minister is very conversant with. What measures will she take to ensure that the people in the immediate neighbourhood, especially outside Yatta like Ngoliba and Yatta Mavoluu Location, which feel that project is part of them by ensuring that they get water? I thought that when a policeman is given a gun and wants to give a warning shot, he shoots in the air. We do not expect the police really to be very fair in investigating this matter. This is because the same police protected a police officer who shot a demonstrator in Kisumu, in view of everybody and also television cameras. Once more it is very worrying; a student from the United States International University (USIU) was shot on Kenyatta Avenue on the same argument that it was due to misinformation. So my prayer to him is that three years is a long time. He does not need three years to do a feasibility study. When the Assistant Minister says that he has tabled the DVD, and that whoever wants to access it has to go and buy it from the police, he would be setting up his own “standing orders” for the House. For the benefit of the Assistant Minister, I would like to refer him to Standing Order No.31, which partly says:- “31(1) The custody of journals and records, whether audio, electronic or any other form, including all papers and accounts howsoever presented to or belonging to the House, shall be vested in the Clerk---“ Mr. Speaker, Sir, my argument is very simple.
