Thank you for the protection. I watched the Leader of the Government business today and I saw a frustrated man. That is Hon. Duale. I remember in the funeral of the late mother of our Speaker, Hon. Duale made the following plea to the Head of State: “Your Excellency the President, allow the House to do its business.” One of the challenges we have is that every time this House wants to assert itself and do its business, there is a lot of interference, specifically from the highest offices. They are two. Those are the frustrations over which the Leader ...

being arrested. What about the guys who have been named by the Leader of the Majority Party? Are they behind bars, anyway? Are those major companies anywhere? I saw a governor say somewhere on television that he has amassed Kshs18 billion for presidential campaigns. Are people using sugar to raise money for the seat of president? If a governor can raise Kshs18 billion, what about others? They want to go for the governor’s seat and even your seat. The effects of the handshake have got into Hon. Junet. He now says that these are serious businessmen. If it was the ...

At the outset, let me thank the people of Yatta for having found it fit for me to serve them for the third term. I feel honoured. At the same time, I wish to congratulate all Members of Parliament for having been elected to the 12th Parliament and, of course, thank you for having been elected as the Speaker of this House. That said, I wish to say that it is very crucial indeed to have this Committee in place as fast as The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this ...

possible. However, in future, it is very important when names are brought to this House, we are given some “meat” on the names. We need curriculum vitae for each person. We need to know who these people are. It is good practice. We are not supposed to approve names blindly. It has been the practice of this House for many years to always give as many details as possible in advance on individual candidates in order for Members to know who they are dealing with. The other thing is that as much as we want to assume we are not ...

asked the Minister for Energy:- (a) whether he could provide a list of names of all the directors in all the parastatals under the Ministry indicating their gender; and, (b) whether he could clarify whether the above appointments are in accordance with the constitutional requirement on gender equity, particularly at Kenya Power & Lighting Company.

Mr. Speaker, Sir, obviously, there is no commitment on the part of the Government when it comes to the issue of gender because only yesterday, the Government brought four names here, and all of them were from one gender, which was male. If you look at the Kenya Power, you will find that there are two vacancies which have not been filled for close to six months and yet the Assistant Minister is saying “when they become vacant.” Why has he not replaced them taking into consideration the gender requirement?

Mr. Speaker, Sir, to show you how the Government has no regard for women, out of the nine state corporations, we only have one lady who is the Managing Director; and that is in NOCK. We have another one in the ERC. The complaint, therefore, is that there is only one lady who is a chairperson. In all the other seven corporations, he has appointed men, which means he totally has no regard for women. The Constitution says that he has to meet the gender requirement; and yet it is now close to three years since we got a new ...
