On a point of order, Mr. Speaker, Sir. Is the Minister in order to mislead this House? Early last year, I brought a Question about a consignment of over 200 tonnes of ivory which was impounded somewhere in Hong Kong. The ivory had passed through our Port of Mombasa. The Chair even questioned how the Kenya Revenue Authority (KRA) would give a Personal Identification Number (PIN) to a company which does not exist. Now that the money is there, it should not also stay for a day with the Board; he should ensure that the money is immediately disbursed to the respective constituencies.

Mr. Temporary Deputy Speaker, as I support this particular Bill, I am a little bit concerned by the reasons given by the Minister. He says the sole purpose of this Bill is for the President. Then I become very worried that the Minister for Finance only thinks about his boss. Is he aware that just the other day the Speaker instructed the Departmental Committee on Defence and Foreign Relations to look into the issues of retired military men? Yesterday, the Attorney-General told this House that there was a system failure in the way Bills move from Parliament to his office and to the final or highest office. This is very unfortunate because this is the fourth time that a law is amended and other laws are made out there by unknown people. So, I plead with the Chair that if, indeed, this has happened, somebody must be answerable in this particular case.

Mr. Temporary Deputy Speaker, Sir, this House has never been in the mood it is to do as much as possible before we break. So, I am really suggesting to the Deputy Leader of Government Business to consider even withdrawing the Motion for adjournment and allow us to save that time and transact what is already in today’s Order Paper. Come Tuesday--- Police men are working and everybody else is working. Why not us, Members of Parliament?

Mr. Temporary Deputy Speaker, Sir, the problem with the police force has not really been the man at the top office but the problem has been the political Government and especially an animal called Treasury and the Ministry of Finance. We have done a lot of reforms but we forgot to reform the Ministry of Finance
