  • 19 Dec 2012 in National Assembly: Mr. Deputy Speaker, Sir, only yesterday, I and the Chairman of Constituencies Development Fund Committee, had to stop at the entrance of the airport to ask a policeman why he was not taking action on motorists who were using pedestrian walkways and overlapping. So, my question to the Minister and the Government is whether they can consider fast-tracking training of these police officers to understand and enforce the law on traffic so that the mischief that is being done by motorists decreases. view
  • 19 Dec 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Surely, the Minister cannot be allowed to get away with this. His definition of a “zombie” is somebody who refuses to reason and obey orders. The National Assembly, on many occasions, has recommended the sacking of Ministers, but the Government has refused to do so. Does it, therefore, mean that what we have is a zombie Government? This is going by the description of a zombie by the Minister. view

In fact, he referred to them as “zombies”. How are we expected to refer to Ministers who refuse to come to the House or even inform the Chair of their inability to come to the House for some reason as per the Standing Orders? view

Oparanya, has been missing in action for some time and in the morning we were dealing with the Bill on the Constituencies Development Fund (CDF) after having looked for him all over. Could he also be of help to this House and tell us when he will be releasing the balance of money before this term expires? view

You have heard the Minister say that the Minister for Finance went for other engagements yet we have the Assistant Minister here, Dr. Oburu. Unless, he wants to tell us that his wing of the Government is not dealing with the other wing of the Government, it is not a good reason to tell us that when a Minister is away, the Assistant Minister cannot take over. Is he in order? view

First, I want to bring to the attention of the Members what we are doing and what transpired before we brought the Bill. We noticed that there was reluctance by the Government, so we took the Bill which was being prepared by the Government and put it under our Committee and published it in the interest of time. There are many issues which we are going to amend because they were not really from the CFC. view
  • 19 Dec 2012 in National Assembly: Secondly, the Members should look very clearly at Clause 4(2). Under the Constitution, the CDF funds are supposed to be devolved and managed by the county governments. But the same Constitution provides under Section 202(2) that funds from the national Government can be given with conditions. So, the CDF is given to the counties with the condition that it is managed by the Board, which is a national State corporation. view
  • 19 Dec 2012 in National Assembly: Thirdly, we are also going to attempt to solve the problem which has been controversial. We have gone to total separation of power between the Legislature and the Executive. One of the issues which have been very controversial is the Members of Parliament appointing constituency committees. view
  • 19 Dec 2012 in National Assembly: So, what we are proposing is that an office of the Board will supervise the nomination of these committees and we have indicated how they will be nominated at the constituency level but Parliament still maintains the authority to approve. Just like we will be approving Ministers, Parliament will still retain that power to approve. view
