Madam Temporary Deputy Chairlady, what Mr. Midiwo has proposed is very different from his earlier amendment and that is the spirit. We are supporting it, but Parliament does not really say that we do not need to have qualifications. We are saying for the next elections after this, you must have the relevant qualifications. It gives opportunity to those who are disadvantaged so that they can prepare themselves five years from now to participate. But as it is now, I support.

Mr. Temporary Deputy Speaker, Sir, is the Minister in order to claim that if you are in occupation for some time the law protects you when he knows very well that there is a settlement scheme in my location, Ndalani Settlement Scheme, where squatters have been in possession for over 30 years and the rich are using the court process to evict them? He has been unable to protect those poor squatters. Is he in order to mislead this House?

Mr. Deputy Speaker, Sir, yes, precisely he is my neighbour and he gets mixed up. I want to inform him that this Government, in other occasions where Kenyans are involved, it actually uses the same police officers, the Attorney-General’s office and Kenyans who are arrested here do not go through the court process and are taken to Uganda. This is the way this Government behaves. If it cannot protect them even when they are here, then do not expect it to protect them when they are in Tanzania. This is the Government we are dealing with.

I do not know whether you heard the Assistant Minister and I wonder whether he is in order to purport that the Government and the Cabinet, in particular the Executive, has no control of Treasury to the extent that they have to rely on my good friend here, who is just a poor Back Bencher to go and talk to Treasury for them to get money while the Minister for Finance is in the same Cabinet?
