Mr. Deputy Speaker, Sir, the Assistant Minister keeps on insisting that they cannot take responsibility for the good or bad deeds of the Colonial Government whereas our good lawyer, hon. Olago Aluoch, has just told him that, as the successor government, the Government of Kenya should be responsible. To show that this Government has an issue where a white man is concerned, they recognise all the land occupied by a white man even to date, but when it comes to the black man, who suffered under the colonial regime, they say: “Excuse me. We cannot deal with this. You know, ...

Mr. Temporary Deputy Speaker, Sir, as I second this particular Motion as amended, I want to put it very clear that the Committee, as far as we are concerned, did its work. However, what I find a little bit intriguing is to tell us that we commit public funds and buy a 40 per cent stake from De La Rue. I find that a little bit uncomfortable and yet you claim that the equipment in De La Rue is obsolete. You cannot have it either way. You either tell us as a Committee, “Do not invest in De La Rue!” ...

Mr. Temporary Deputy Speaker, Sir, I think the Minister is totally lost. We are dealing with an issue of amendment but he has gone back to the main debate. Perhaps he should be guided, so that we can move on very fast.

asked the Minister for Lands:- (a) under what circumstances Mr. Bernard Muoki Makau, who has been in possession of plot No.364 of phase 1 Ndalani for 37 years, was evicted from the plot and subsequently arrested; and, (b) what steps he will take to ensure that he regains the property.

Mr. Speaker, Sir, this matter of land in Ndalani and Nzukini involves 450 families, majority of them very poor. What absentee landlords are doing is to use the courts. They go to court, get court orders and the poor people are evicted. If this is a Government which minds about the welfare of the people, they should not issue titles or they should even cancel titles of the parcels of land that have been occupied by people for over 40 years. The Assistant Minister is in agreement that this should not have been done. The first time that this Question ...

Mr. Temporary Deputy Speaker, Sir, I concur with your position but I also appeal to hon. Members that we need to get a hearing. The only way we can achieve it is to restrain ourselves from too much interruption. In as much as there are

On a point of order, Mr. Deputy Speaker, Sir. In view of the fact that the Minister is taking the House round in circles, the way he has been taking police officers round in circles, can I request, through the Chair that this matter be deferred until the Government comes with an answer which this House can accept?

On a point of order, Mr. Deputy Speaker, Sir. Is the Minister in order to mislead the House when we know there was money to do the road from all the way from Makutano in Mwala Constituency to Kithimani? The fact of the matter was very simple. After the Referendum, when that region voted “No” for the Constitution, the Government was determined to punish that area by ensuring any funds allocated for development were diverted to the “Yes” areas. That is a reality. So, is he in order to mislead the House that there was no money? When the tender ...

Mr. Deputy Speaker, Sir, what I find amazing is the fact that the Government is now writing to your office to ask for assistance yet the same Government is in charge of the House Business Committee. Apart from Wednesday mornings, when we deal with Private Members’ Business, and when we ask Questions, the rest of this House’s time is dedicated to Government Business. So, when the Government writes to you, asking for permission---
