Mr. Temporary Deputy Chairman, Sir, as a Member of the Departmental Committee on Defence and Foreign Relations, this is an institution which has been run down for many years. Let us give credit where it is due. In one way or another, the Kibaki administration has tried to change things over eight years. These are challenges. This House, indeed, is pushing the Government to come up with a solution. The Government only understands pressure. Put pressure on them to come up with other sources of money. We should not give them the option of slashing from this sector to benefit ...
