On a point of order, Mr. Temporary Deputy Speaker, Sir. We are at a loss because, unless I am wrong, I thought he is an Assistant Minister in the Ministry concerned; the Ministry of Higher Education, Science and Technology. Besides that, he is an Assistant Minister in the Government and he is now coming to lament the inability of the Government. The Chair has ruled many times that the Government has no business coming to lament here. The Government is here to give us solutions and not lament. Is he in order to do that?

On a point of order, Mr. Temporary Deputy Speaker, Sir. Barely three months ago, the Minister for Education stood in the same place and gave the policy of the Ministry of Education, which is against this tuition. Is the Minister in order to contradict his Government’s policy yet he is the Deputy Leader of Government Business?

On a point of order, Mr. Speaker, Sir. Is the Minister in order to mislead the House that once an offence has been committed by his own officers in the Ministry he cannot take action without forwarding the matter to KACC? We know very well that he can directly take action against those officers without having to forward the matter to the KACC which we know has not been doing a good job?

Mr. Temporary Deputy Chairman, Sir, I just need to improve on that particular amendment by deleting the words, “at least a university” to read as follows, “at least a degree from a university recognized in Kenya”. This is for very obvious reasons because there are universities which are not recognized.

This could have been because she is a woman. So is Ms. Wavinya, so is myself in the Ninth Parliament and many other people. There is party-hopping because the leadership of most of these parties is dictatorial. You are not able to practise democracy!
