Mr. Deputy Speaker, Sir, the Minister has just confirmed about Section 45 and he is asking about members of the CDF committee and I am one of them. I am fairly conversant with it. Could the Minister confirm that he still has that authority? He has just read a letter to us right now from the Ministry of Finance telling the District Accountant (DA) to open the account? So, who is in charge? Is it this Minister or the Minister for Finance?

Mr. Speaker, Sir, I want to thank the Assistant Minister for the answer. However, my issue of concern is on Phase III. But just before I go to that issue, Mr. Speaker, Sir, with your indulgence, that project was started 13 years ago and, up to today, and having pumped more than Kshs20 million, no single drop of water has been supplied by the Ministry. Mr. Speaker, Sir, as the Assistant Minister resolves the dispute there, the scope of that project was done 13 years ago to serve a smaller population then. What is your Ministry doing to expand the distribution line to serve the huge population that has migrated into that area?

Mr. Speaker, Sir, I want the Prime Minister to comment more on the issues of the fresh produce markets under the Ministry of Local Government. Could he confirm that the monies which were meant for fresh produce markets in various constituencies will not be diverted to fund those markets which were advertised and tenders awarded last year? Their funding was not factored in the current Budget.

Nevertheless, some of the facilities you are compiling for gazettement have been ready for the last two years and yet, they have never been gazetted. What guarantee are you giving me that they are going to be gazetted now? When exactly are you going to gazette them?

Mr. Deputy Speaker, Sir, I have heard the Assistant Minister talking about the financing issues which are affecting staffing. But we forwarded a list of 21 dispensaries from Kitui West, which is a very expansive constituency. Actually, it is one of the biggest in this country. I know Mr. Gabbow has touched on this but, what guarantee is he giving the people of Kitui West and this House that those dispensaries will have personnel in view of the expansive nature of the constituency?

Mr. Speaker, Sir, on Tuesday, I asked the same Assistant Minister a Question about a road which was started in 1968 in my area. This is another Question and he says he has got no immediate plans to tarmac that road. Could he tell us whether he is discriminating against us or not?

On a point for order, Mr. Speaker, Sir. Is the Assistant Minister in order to answer a question which I have not asked him? I asked him about the tarmacking of roads in my area. He is talking about the money which is coming to the constituency through KERRA, and that has got nothing to do with my question.
