  • 12 Oct 2022 in Senate: Mr. Deputy Speaker, Sir, what the Senate Majority Leader has said is what I wanted to mention. Even to determine a point of order as frivolous, is not in the business of the Senator. It is you, Mr. Deputy Speaker, to decide. Apart from deciding whether a Senator is disorderly, knowingly raises false points of order and so on, even to determine whether a point of order is frivolous, is squarely within your purview. That is why even on matters of dressing, you are the one to make the decision. Just a few minutes ago, you were able to direct. ... view
  • 12 Oct 2022 in Senate: Mr. Deputy Speaker, Sir, I think we are undermining your authority which is a trend that we need not allow. When one talks of “majority” and “minority”, what is that? How can one side become a majority and minority at the same time? I respect my colleague, but we need to realize that on matters which the Speaker has already given a ruling, we should not do things in a manner that we undermine the authority, decisions and rulings of the Speaker. Mr. Deputy Speaker, Sir, you need to guide the House. As we proceed, it is important for us ... view
  • 6 Oct 2022 in Senate: Thank you, Mr. Speaker, Sir. The President addressed the joint sitting of Parliament in compliance with Article 132 of our Constitution. I listened to him carefully when he addressed the House. Thereafter, I went through the speech and I am happy to note that he came out clearly on how he intends to govern this country. He also recognized the role of this House in helping him govern this country. That is the essence of the speech as seen in paragraphs 14 and 15. He promised to unite the country and serve every Kenyan irrespective of his political affiliations which ... view

  • 6 Oct 2022 in Senate: His proposal is for both Houses of Parliament to amend the Standing Orders to allow Cabinet Secretaries to appear before us, so that we can ask them questions and raise issues which concern our people. In my view, it was clear that the President had nothing to hide. All he wants is to ensure that Kenyans get value for the taxes they pay. Mr. Speaker, Sir, Sen. (Dr.) Khalwale, yourself and I were MPs in 2007. Allow me to inform the new Members. In 2007 when we had the Tenth Parliament, this used to be the Chamber. The National Assembly ... view

  • 6 Oct 2022 in Senate: I am happy that the President of the Republic of Kenya has agreed to implement and actualize Article 173 of the Constitution so that we have the Judiciary Fund. That is the only way we can ensure that Kenyans access justice. We need enough money to build enough courts in our counties. I propose that ultimately; we should have a court in every sub-county. That is in every constituency. That is the only way we can ensure that our people access justice. Of course, other lower courts should be established. Therefore, I support the proposal by the President that we ... view
  • 5 Oct 2022 in Senate: Thank you, Mr. Deputy Speaker, Sir. I support this pupillage programme for our students from KSL, which is being taken in this House. Over the years, the intake of students to the university has increased substantially, especially for the law students. My hands and classmate, Sen. (Prof.) Tom Ojienda, SC, will confirm that the number of practicing lawyers are unable to take all the students for pupillage. This programme is important. I propose to the Majority Leader, who seems to be consulting here, to increase the number from 15 to 47 annually, if space will allow. If we do that, ... view
  • 5 Oct 2022 in Senate: Mr. Deputy Speaker, Sir, I propose that we increase the number. I also encourage our young people that this is the way to go. We were like them before. I was in their situation in 1989 and, today, I am a Senator. They can still be great leaders in this country. I want to encourage them to work hard and take this programme seriously. view
  • 4 Oct 2022 in Senate: Thank you, Mr. Speaker Sir. I support this Motion. We know the role of this very important Committee. If you look at the membership of this Committee, they are Members that we know their capacity. We know this House is going to deal with very many serious matters which are going to impact positively on our country. Mr. Speaker Sir, the House Business Committee of the Senate is a very important Committee. We applied Standing Orders 190 and 199. Apart from these Members, there are those in the House leadership who are also going to be part of this Committee. ... view

  • 4 Oct 2022 in Senate: Mr. Speaker, Sir, my point of order arises from the fact that after you made a ruling that brought us back to the substantive Motion, Members continued to debate an issue that has been ruled on. Guide this House that any Member who will rise from his or her place should discuss the Motion before the House. Either support or not. This is a House of procedure. We cannot purport to undermine the ruling of the Chair. We need to move. view
