This country has been bedeviled with monopoly, whereby you get a manufacturer is a distributer and a retailer. As such, you have nowhere to get reprieve. Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this Motion. Rural electrification is very important if this country is to move on. The Rural Electrification Programme (REP) had not spread in very many places. For example, in my constituency, two locations do not have electricity. That means that the secondary schools and markets do not have it, and that denies those areas Jua Kali jobs. So, I appeal to the Minister to look into that. Mr. Deputy Speaker, Sir, I would like to thank the Minister for his answer. Rural electrification has been ongoing for quite sometime. It does not seem to be seeping down to Butula. As a result, many markets and secondary schools are in darkness. Could the Minister assure this House that during the Financial Year 2007/2008, all the markets that are not connected to electricity in Butula Constituency will be connected?

Mr. Deputy Speaker, Sir, one problem in the Ministry of Education is lack of 2880 PARLIAMENTARY DEBATES August 1, 2007 supervision. You go to a school, you find that the headmaster and other teachers are away. In view of the fact that there is a shortage of teachers, could there be regular inspection, so that the few that are there can perform?

Mr. Deputy Speaker, Sir, there are projects which have been on since 2004 and they are not getting completed. They are repeated year in, year out, without being completed. They are made to be seen as if they are new projects. Mr. Deputy Speaker, Sir, can the Minister ensure that the tenderers complete the projects on time, so that dispensaries and health centres can be served with electricity?
