If health is actually a devolved function and this House is not aware or did not approve the supply or hire of machines worth a lot of millions for our counties, then we are failing in our oversight and protection mandate. It is high time that we stood strong, supported and protected counties from these exploitations that are being entrenched in the counties. However, I thank you that I have an opportunity to add my voice to this particular Bill. First, I agree with Clause 5(2)(a) on the number of years that will make the requirement for the office bearer of the County Attorney. This is the seven years that somebody had said is not enough. Cheruiyot but the truth of the matter is that the multinational companies are very inhuman in the way they treat the people of Bomet and Kericho. We used to sympathise a bit because most of our youth used to be employed in those particular companies. Of late, they have introduced machines that pluck tea and that has rendered the youth who used to earn their living from those particular companies jobless. They have also been underpaying people.
