Mr. Temporary Chairperson, Sir, what Sen. Mutula Kilonzo Jnr. is saying is a fairly serious matter. It is so in the sense that he has talked about infringement of the Constitution. We have all vowed to protect that Constitution. I have reason to believe that he knows what he is talking about. We are about to embark on a very dangerous path.

Mr. Speaker, Sir, I just wanted to thank the Chairman for an elaborate answer and also note that some of my main concerns have been addressed. For example, the defective control equipment which was largely responsible for this frequent power blackouts and the fact that they are now intensifying inspection to ensure that trees which are falling on power lines are removed to avoid any further outages. This is an important Bill which we shall be enacting in accordance with the provisions of the Constitution.
