It is so in the sense that he has talked about infringement of the Constitution. We have all vowed to protect that Constitution. I have reason to believe that he knows what he is talking about. (Prof.) Kindiki, for being very explicit in moving this Bill. This is an important Bill which we shall be enacting in accordance with the provisions of the Constitution. It is a requirement of the Constitution that this Bill is enacted and is one of the Bills which have constitutional timelines. I believe there have been challenges related to the organisation at the headquarters of the former Ministry of Public Works.
