I just want to find out what rationale was applied in reducing the budget from the over Kshs2 billion that is usually allocated for this purpose to a mere Kshs98 million? Further, the Chairperson is aware that citizens in some of these marginalized areas are given food. In fact, they depend on some of this relief food to sustain their livelihoods. Is the action to reduce this budget so drastically, therefore, well thought out? view

We should all be concerned every time the life of a Kenyan is threatened.   • 15 Aug 2014 in Senate: Mr. Speaker, Sir, I just want to raise a point in respect to the timing of the point of order raised by Sen. Elachi regarding Standing Order No.54(3). I know we have applied that Standing Order on several occasions before. But I have also noticed that where we have it before, it has been immediately after the Speaker has put the question. On this particular occasion today, the Speaker has put the question, the bars have been drawn and we are virtually ready to go to division. Therefore, in my view, that particular Standing Order cannot be raised. view

  • 5 Aug 2014 in Senate: Mr. Chairman, Sir, thank you for allowing me to make a comment on the allocations for Level Five hospitals. I am very unhappy about the basis for these allocations and I want to put it on record that, in fact, through very inadequate allocations, we are setting up county governments which host Level Five hospitals for failure. In my own county, Kisii Level Five hospital, last year, they received an allocation of Kshs211 million. This year, it is being proposed that they receive only Kshs83 million. This is a hospital with more than 1,000 medical staff and other supporting staff. ... view
