  • 10 Nov 2010 in National Assembly: Madam Temporary Deputy Speaker, thank you for giving me the opportunity to support this Motion. Madam Temporary Deputy Speaker, IDPs are a product of the turbulence that we saw at the end of 2007 and beginning of 2008. The unfortunate events of that time should never be allowed to happen in this country again. I want to take this opportunity to thank all those organizations, members of the international community, our own Government and the various institutions that came to the rescue of this category of our citizens. I also want to take this opportunity to thank the Mover of ... view
  • 28 Oct 2010 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. I want to congratulate the Deputy Prime Minister and Minister for Finance for the able manner in which he has moved this Bill. I also wish to congratulate the Government generally for the emphasis it has placed on economic growth. We have already witnessed the economy gaining momentum to a level where we have recovered from a growth rate of 1.6 per cent to approximately 5 per cent right now. That is something that we need to consolidate. All the efforts by all the people of this country must be channeled ... view
  • 28 Oct 2010 in National Assembly: I want to take this opportunity to commend some of the measures that have been taken and, in particular, the Economic Stimulus Programme (ESP). We have already begun to see the fruits of that initiative. I would urge the Deputy Prime Minister and Minister for Finance not to give up or despair in any way but, rather, take encouragement from the fact that we are beginning to see the fruits of some of those initiatives. What we wanted to do is already being done. We have seen some of the projects already being concluded. I will ask the Deputy Prime ... view
  • 6 Oct 2010 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to make some remarks on this important Bill. The tea sector is very important to this nation. I am talking about something I know because I represent farmers who are involved in tea production at very small farm level. That crop is important because it enables farmers to support their families. It gives them income which gives them a livelihood at that level. The crop is important because it has created employment opportunities for a large number of our people. It is important because it has ... view
  • 25 Aug 2010 in National Assembly: Mr. Speaker, Sir, first of all, I want to congratulate Dr. Sally Kosgei for the eloquent manner in which she has moved her Ministry’s Vote. We are very fortunate to have a person of the calibre of Dr. Kosgei as the Minister of Agriculture. She brings vast experience gathered in public service over very many years of her service to Government into that Ministry. Mr. Speaker, Sir, the Ministry of Agriculture is a very important part of our structure. It is very important because it is charged with heavy responsibilities that have a direct bearing on the performance of our ... view
  • 25 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, funds allocated for water harvesting and irrigation are inadequate in many respects. I feel that the Ministry of Agriculture should rely less and less on rain fed agriculture. We should go into irrigation in a big way. We should allocate more funds, as Parliament, to ensure that the Ministry of Agriculture engages more in water harvesting to guarantee food sufficiency. view
  • 25 Aug 2010 in National Assembly: The other area I would like to focus on is research. We know that a lot of research is being carried out by the Kenya Agricultural Research Institute (KARI). Unfortunately, a lot of their findings are not shared out to farmers. We would like to ask the Ministry of Agriculture to ensure that research findings by agricultural related institutions are shared out with farmers, so that we can improve food production by using modern agricultural techniques. That is the only way we can optimize the resources available to farmers and to the nation. view
  • 25 Aug 2010 in National Assembly: I also want to mention something about value addition with regard to agricultural produce. Let me give the example of tea. We are one of the leading tea producing nations in the world. Unfortunately, up to now, we continue to export our tea in bulk and, therefore, we are not taking full advantage of the prices in the international markets. That is an area with tremendous lots of prospects which we can tap. It can change and reform the lives of people as well as generate more income to farmers. Therefore, that is one area where I would like to ... view

  • 24 Aug 2010 in National Assembly: Mr. Speaker, Sir, I beg to reply. Funds for the construction of Marigat District Headquarters were not re-allocated. A decision was taken to carry out construction of the district headquarters in two phases. Marigat District Headquarters is included in Phase II. I wish to assure the House that the funds for that project have been re-voted by the Treasury. It will, therefore, be constructed during this Financial Year, 2010/2011. view
