country. In my constituency of Igembe South, there is a dam which was supposed to be established in the year 2016; up to now that project is yet to commence. It is high time the Auditor-General took up the matter and audited these dam projects.

Thank you, Hon. Speaker. I wish to comment on the Petition of my brother from North Eastern regarding the KDF. I support the Petition because the KDF, despite the fact that they have got a special place in our society of them being the people who take care of our borders’ security, sometimes they go over-board to encroach onto peoples’ lands without telling or acquiring the lands from them. In my constituency, the KDF just got into people’s lands, put up beacons, secured that place and they are saying that it is now their land. They did that without even ...

orthodox way. They should not just put beacons and, at the end of the day, claim that the land is theirs whereas it is the people’s land. I support the Petition.

Hon. Deputy Speaker, pursuant to the provisions of Standing Order No.44(a), I wish to ask the Cabinet Secretary for Water and Sanitation the following Question: (i) Could the Cabinet Secretary explain why Ura Dam in Nyambene Forest in Igembe Central Constituency which was constructed by the National Government in partnership with the Catholic Diocese of Meru completed three (3) years ago remains un-operational? (ii) Could the Cabinet Secretary provide a breakdown of the total amount of money spent in construction of the said project, indicating the amount paid to the contractor(s); and surrounding areas? (iii) What measures has the Ministry ...

Thank you, Hon. Speaker, for allowing me to add my input on this Petition, which I support. The Government which gave out this land is the same Government which is trying to take away the land. People were given that piece of land, and not only in Lang’ata but in many other places in this country. It beats all reason when the Government gives you land and you have a valid title deed, which is already secured at Ardhi House and can be verified there, and then somebody comes and says that the title deed is illegal. Instead of pursuing ...

Thank you, Hon. Speaker, for giving me an opportunity to comment on your Communication. I want to thank you for the few rulings you have made in this august House in the last two weeks. You have made a milestone and put a mark that Parliament is independent to make rulings that can make precedence and be referred to in future. Last week, you made an important ruling that was appreciated by Members. The leadership of the political parties had an idea of de-whipping Members from committees for gross misconduct. I do not know how big or small misconduct is. ...

So, we should be respected as party members. As my colleague has said, we are not appointed by the parties. We are the ones who make the parties be in the majority or minority side. So, we should be respected and our views also respected. Let me conclude by saying that, in the 11th Parliament, I suffered a similar fate in the hands of my former party. It de-whipped me unconditionally. I was not given time to even ask why, whereas the name of that party was never known in Igembe Central Constituency. It was I who had sold the ...

Thank you, Hon. Temporary Deputy Chairman. I support the Vote, but I want to emphasise that this money be used to ensure that we have power supply in most parts of our rural areas. At the end of the day, we cannot industrialise without power. As we speak, most of rural areas that do not have power have many youths who are starting small businesses, but in the absence of power, it becomes impossible for them to progress. I thank you.

Hon. Speaker, I want to bring to the attention of the Hon. Member that even in your guidelines, it is clearly stated “may” and not “must”. You are encouraged, but you are not stopped. I am here because I represent the great people of Igembe Central. I know I am old enough and I have no problem. Therefore, if you have problems, those are your problems. Age is a number. There are those who are 25 or 13 years and they are suffering. There are those who are 70 years and above and they are walking tall. So, I find ...

Thank you Hon. Speaker. I rise under Standing Order No.95. Given the mood of the House and whatever is in store for us as we had already indicated, given the time we have and the time limits of curfew and other things, shall I be in order to request that you call upon the Mover to reply?
