  • 23 Jun 2020 in National Assembly: start working hard to bring those countries on board. It is very important to be a member of the Security Council because you actually sit on the big table where the big countries decide what happens to other countries. I am sure we can always lobby. We know Kenya already hosts one of the UN missions, the UNEP. One time, they almost relocated it from Nairobi. Being at the big table, we are sure to fight for our rights and to also lobby other countries to continue maintaining the UN mission here in Nairobi. With those remarks, I beg to ... view
  • 18 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this Bill. Listening to the Chairman of the Departmental Committee on Finance and National Planning, I must say that they did a good job. For the first time, I am hearing some new innovations on digital taxation. The main problem with our Budget and taxation is about revenues. At the end of the year, we come back and say we never got enough revenue. I think this is an area where the Committee ought to be very innovative. As one of my colleagues has said, it ... view
  • 18 Jun 2020 in National Assembly: I appreciate the withdrawal of taxation on pensioners’ income, which has been hurting our retired elderly people. The Coronavirus pandemic is already a challenge. So, we should not add another burden to them. I thank the Committee and the National Treasury for agreeing to do away with that taxation. view
  • 18 Jun 2020 in National Assembly: Secondly, the proposal regarding the EPZ, where the Government wants part of the products sold locally, will go a long way in strengthening our industrialization issues. I welcome the 50 per cent of those items on the local market. I am not sure about the 2.5 per cent Custom Duty. Maybe, we can re-visit that aspect. Erecting toll stations on roads is a new way of doing business. I have been to South Africa and China, where many roads are managed through toll stations at every 100 kilometres. However, as we introduce toll stations, we must be very careful to ... view
  • 18 Jun 2020 in National Assembly: Finally, the idea of levying tax on digital platforms is exciting. However, we should not assume that it is only the youths who are mainly engaged in this sector. That is not true. We have companies like Uber and others which are engaged in high business dealings with digital platforms. So, this is an area we need to look into because it has good money and can increase Government revenue. We need to revisit this issue because I think it is good. Let us not say it is targeting the youth. This is an area we can expand to get ... view

  • 16 Jun 2020 in National Assembly: invasion by elephants in Laikipia and Mogotio regions. We also have the issue of snakes which are biting people. So, this department should consider compensating people who have lost their crops and those who have been bitten by snakes. Thank you. view
  • 16 Jun 2020 in National Assembly: Hon. Temporary Deputy Chairman, as I share the comments of the Majority Leader, I also like to say that the Controller of Budget is making the work of the counties very difficult. We have to work out a way in which they can access funds on a regular basis. Most of the times, they get most of their allocations towards the end of the financial year. This is an area that we need to address, so that counties can function properly. They have not been able to pay salaries for a long time. view
