We do not want to go to the case like in the morning where we were trying to do some sort of mitigation measures to support our Members who left between 1994 and 2001 whereby we had to give them some reasonable pension. The mandate of the Ministry of Water, Sanitation and Irrigation includes creating dams for water storage, water supply, irrigation, sanitation and also control of floods. Listening to my friend Hon. Wamalwa, he over-relied on the National Irrigation Board (NIB) constructing major dams. Major dams fall under the Ministry of Water, Sanitation and Irrigation. The Report is very good. This issue of encroaching on riparian lands is an issue which is really serious in Kenya. We know, as my colleague, Hon. Millie, has said that the boundaries are not very clear in various areas especially the water bodies like rivers or even wet lands and all that. I know that NEMA has not been doing a good job. Gladys Wanga for the good job and for being elected as the Chairperson of this Committee. This Bill is good. It specifically addresses those who are dealing with small businesses, MSMEs. If you look at this Bill carefully, it talks about those whose annual turnover does not exceed Ksh100 million. So, everybody is covered up to that limit. Even if you are dealing with less money, you are covered by that. However, it is a bit limiting; it says “…which ... view

But, first, let me congratulate our Leader of the Majority Party, Dr. Amos Kimunya, for being given the opportunity to lead us for the next two years. I also thank Hon.
