  • 31 Jul 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to contribute to this Bill concerning the Institute of Directors of Kenya. The Bill is very noble and I am in total agreement that we need an institute which can guide and be used to prepare our directors to provide service to both the public and private sector. view
  • 31 Jul 2019 in National Assembly: Currently, when directors are appointed to the public sector the State Corporations Advisory Committee (SCAC) normally trains them on the Mwongozo Guidelines which they use to provide governance in various Government agencies. I am sure this particular Bill will encompass both the private and public sector. Looking at the functions of this institute, I am in total agreement with most of them and specifically with the ones dealing with maintaining and improvement of standards, professional competence and ethical conduct of directors. They are very important and therefore, the setting up of this institution will support and enhance effectiveness of directors. view
  • 31 Jul 2019 in National Assembly: I am sure the curriculum will be a bit diverse noting that even private individuals start their own companies and may have different levels of education. Therefore, we may need to have a curriculum which will encompass different levels of capacity of directors, those with less education up to those who are highly trained, but specifically on governance in these institutions. view
  • 31 Jul 2019 in National Assembly: I have reservations on an aspect of the role of the board where it is meant to vet directors. To me, this activity of determining who goes to the register of directors may not be the proper way to go. Therefore, this particular function of the board vetting members should not be allowed. It is something that needs to be revisited. Maybe we can make amendments on this particular aspect.   • 31 Jul 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to oppose the Amendment Bill. First of all, elections in Kenya have brought a lot of violence and great suspicion on IEBC. As my colleague has just said, we have lots of suspicion on the referees who conduct general elections every five years. We have never got it right. Even the IEBC commissioners resigned halfway through the last elections. It was a sad affair. Credible elections in Kenya is key to getting the right leaders to lead this nation. First, I would like to say that the issue of space science is a very useful area of study. Great nations like the US, Russia and China spend a lot in the area of space science.   • 23 Jul 2019 in National Assembly: This is a very good Agreement although I have heard a few people say it is one sided. The only reservation I have is that we have not seen the detailed benefits of this collaboration. Looking at the listing given here in the area in which collaboration will continue in the space centre, we have aerospace engineering and technology, earth observation and navigation, space policy and telecommunication and telemedicine, which are very important areas that if the Space Centre is going to be transferred to Kenyans, it will be useful. view
  • 23 Jul 2019 in National Assembly: I know it is under the Ministry of Defence, but they are looking at it critically. It should be under the Ministry of Education, Science and Technology because many of the issues going on in the Space Centre touch on training and research, specifically the data which is being obtained from the Centre tells us that it should be domiciled in the Ministry of Education, Science and Technology. view
