The fact that we have not transferred this Centre is something worth looking at. The particular space centre has been in operation for a long time. I know the Italian Government has put in a lot of resources, but there should be research and development towards empowering Kenyans to take over this Centre. I have heard my colleagues say that this has been one sided; that it benefits one country, but we need to hear more as the idea needs to be continued. The Agreement needs to be supported if there is going to be benefits especially in the area ...

Right now, we are getting frequent challenges in terms of weather. I was in Mombasa last weekend and it was very cold and the sea was very rough. This tells us the weather patterns are changing. We are hearing about climate change and experiencing extreme weather in terms of extreme rainfall or extreme hot weather. Last year, we had extreme cases of rivers drying up. So, this Centre will help us study the weather. It will give us a forward look at the weather and early warning systems. That is the sort of data that we need to be given ...

technology in space. This has saved life. So, we expect the Luigi-Broglio Space Centre or San Marco to be useful to this country. I beg to support that this collaboration continues. I support the Agreement.

Thank you, Hon. Speaker, for giving me this opportunity to contribute to this Report. First, I would like to thank the Committee for putting in a serious effort to try to resolve the issue of KQ. I have looked at the Report and I note that the Committee has made some good recommendations. The Committee was essentially presented with two options. One option was to have KQ take over the JKIA and run it under the PPP model. The other option was to have several units being created, including KQ and JKIA and then centralised aviation services being brought together ...

With regard to running of the airport, JKIA cannot be run by KQ. This is because KQ has no experience in running airports. The Committee talked about other airports like Dubai and Bole being somehow run by airlines. In our case, KQ may not have any experience in running the airport. Therefore, we have the idea of creating another company called JKIA Company, which is 100 per cent-owned by the Government. Most of the staff members from the current KAA would be seconded there. That would be a good option. The nominated Member, Hon. Osotsi, pointed out that we have ...

Thank you, Hon. Temporary Deputy Speaker. I will also be brief because I know one or two other Members want to contribute. I rise to support the Report by the Departmental Committee on Health. The issue of health in Kenya is very serious. Generally, we have a challenge in Kenya in that the infrastructure or hospitals - the referral hospitals down to the smallest ones - are facing many challenges in terms of equipment and human resource. This is a devolved function. Many counties are saying that this item should go back to the national Government. It is because their services are not reaching the populace. This Report is timely, and I support it.

Hon. Chairman, thank you for giving me this opportunity. On this issue about infrastructure for secondary schools, I would like to also support my colleague Hon. (Dr.) Oundo. This issue should be looked into very seriously. Some of our constituencies never received the infrastructure funds. So, when it comes to supporting the 100 per cent transition, we were meant to understand that the infrastructure funds were to come in to assist. The funds were to support the building of classrooms, laboratories and extra streams.

So, we ask the Ministry to look into it. We may have to bring it here and pass a law to ensure that all that money is equitably distributed. I thank you.
