When you look at Clause 10 which we made part of the Bill, we said that before a contract is given, we must confirm that the funds are available. If that was passed, it means that there are funds in this other new Clause 11A. However, I want to also agree that we should not commit a Government to strictly pay after 30 days.   • 4 Dec 2018 in National Assembly: I am proposing an amendment that we delete the words “shall be paid within 30 days upon completion” and we leave the other part that says the contract shall be paid within the terms of the contract. It will depend on the Government to decide on how many days they want to pay the contract. Thank you. view

  • 27 Nov 2018 in National Assembly: Thank you very much Hon. Speaker. I rise to support the Committee Report. The idea that the project should be optional is a good one. Development of ICT innovation hubs in constituencies is a great idea. However, from what we have head from some constituencies, setting up the project has not gone well. There was also lack of public participation in terms of conceptualising the idea. view
  • 27 Nov 2018 in National Assembly: Some of us would like to start with one hub and make it function properly before opening other hubs. Therefore, the suggestion by the Committee that we reconsider the way the project had been initially conceptualised is a good one. It is important to properly plan and get at least one hub’s function multiplying across the constituency. It is better that we are allowed to prioritise projects in the constituencies. Therefore, the suggestion by the Committee is welcome. I beg to support. view
  • 22 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I support the position of the Chair. I think this is not clear to the Leader of the Majority Party. This Bill wants to regulate things at the national level, although, it will be doing the same at the county level. Originally, we included somebody from CoG, but if we include CECs, then this may interfere with the functions of the warehouses. The warehouses are going to be independent of county governments. They will be run by individuals or county governments if they want to have their own warehouses. We are trying to come ... view
  • 22 Nov 2018 in National Assembly: We reduced earlier the number of the members of the Council because the Leader of the Majority Party moved an amendment and we passed it. We shall only go for more than half of the members. Five members will be a good number. view
