Thank you, Hon. Temporary Deputy Chairman. It is fair to give the CEO four years and the board three years. The cycle of a university normally takes almost four years for students to graduate. Normally, when the curriculum is being implemented, it is revised after four years. If we keep changing the CEOs in the middle, it disrupts the system or curriculum in place.

I oppose the amendment. We need time to consult the Chair of the Departmental Committee on Education and Research to have a more consultative framework so that most of the sector is consulted.

Thank you. I support this Bill. As many speakers have said, warehouse receipt system is an innovative one in which a receipt is given to farmers for the produce or goods they deliver to a particular licensed warehouse to be stored in a good condition. The farmer will then receive a receipt which he can use to leverage with regard to farm inputs and loans from financial institutions.

This is a good system through which farmers can be assisted to get better prices for their goods. It will also help farmers to reduce losses associated with storage, for example, the issue of pests. We know many farmers do not have the financial might to keep the produce, especially cereals, in good condition. The system will also remove the monopoly of the NCPB which has been the main storage facility for the country’s strategic food reserve.

We know that many times farmers have been asking the Government to come to their aid to buy their produce. With this system in place, we believe there will be a series of licensed warehouses across the country where farmers will store their cereals. The system will assist farmers to store their produce in good condition. Again, the farmers will be protected from the fluctuation of prices of cereals. We also learnt one thing which is very important. I was a Member of the Sugar Committee which did not succeed on the Floor of this House. We discovered that there is no industrial sugar which is processed in this country. We were told earlier that a factory in Kibos processes industrial sugar. However, when we probed this company which uses industrial sugar, they said that they import most of the sugar which they use for confectionery and biscuits. Kenafric Industries Limited does a lot of work. We also realised that if you convert industrial sugar into table sugar, it is so expensive. It makes no sense. Therefore, it looks like the Departmental Committee on Agriculture and Livestock never looked at it critically. They did not understand some of the allegations which were made by AFFA. carry out the resolutions of this House. They recommended five companies to be barred from importation of sugar but they did not do that. Companies like Hydra and others went ahead and participated in importing sugar. So, we feel that sometimes resolutions passed by this House are adhered to by some of the Government agencies. In this particular case Kenafric Industries Limited was later denied a licence.
