Mr. Speaker, Sir, I sought a Statement from the Standing Committee on Agriculture, Land and Natural Resources, on a Petition which was debated in the House and they promised to visit Mwea Settlement Scheme during this session. Now that we are adjourning today, I need your direction as to whether they are coming in March or what time will they come during the recess? Mr. Speaker, Sir, sometimes it is time wasting to be here very early. For me I have been here every Wednesday. Therefore, I suggest that we make a tentative list of 15 or 20 Senators who will be here next Wednesday by 9.00 a.m. That would be a better thing. What is happening is that every person is waiting for the other person to come to raise quorum. If we can have a list of who will be next, they will be here earlier.

Thank you, Mr. Speaker, Sir, for the opportunity to contribute in support of this Motion. From the onset I would like to echo the sentiments of Sen. G.G. Kariuki who said that this Motion should not go unnoticed. It has come out that the Motions that are discussed and passed in this House are not attended to by the consumers of those Motions. In this case, I mean the relevant Ministry officers who should be seated in the public gallery as we discuss these Motions. Thank you very much, Mr. Temporary Speaker, Sir, for allowing me to also contribute and support this Bill. This Bill is very relevant and it is one of the checks and balances that are already enshrined in the Constitution, particularly so with regard to the devolved government; that is the county government. If there are no checks and balances, we are going to allow unaccounted for activities in these counties, and we have already started seeing these things. Mr. Speaker, Sir, I want to thank the Chairman for giving that kind of information but I would be happier if he could tell this House what he means by saying that the cases are under police investigation and others are undergoing prosecution of suspects. The other thing is that when you talk of seven victims having been kidnapped, I am aware, because I come from there and the information you have is from newspapers.
