It will be very useful if the Ministers can indicate to Members of Parliament specifically because sometimes we have had situations where Ministers come late. Ministers have been late many times when hon. Members are here but on the days they are ready, they do not alert them. They should use their Ministries to get to the hon. Members so that they can be present so that we dispose of these matters in an efficient manner. view

It has not opened up the freedom for county governments to move as fast as the national Government is able to move, and as we would want the county governments to do. When the Minister comes to give this Statement on the political parties funding, he should clarify:- (i) whether he is aware that Section 24 (1) of the Political Parties Act reads as follows:- “The Political Parties Fund shall be comprised of such funds not being less than 0.3 per cent of the revenues collected by the national Government as may be provided by Parliament”? While I actually agree with the interpretation the Minister is giving, the proviso gives him comfort but before he can move this Motion, we would like him to give us proof that, in fact, he has complied with that section itself by submitting a progress report to the National Assembly; whether it has been tabled. If it has been tabled, when was it tabled because we want to know? If he has not tabled it, then he cannot utilize this section. view
