  • 4 Sep 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to assert that those facial expressions as mentioned by hon. Mwau cannot be used for other purposes and yet we know this BVR is being given to a foreign company? What assurance does he have that, that same data will not be utilized for other purposes? view
  • 4 Sep 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. If you look at the nature of this Question, the main complaint that the hon. Joseph Kiuna has is that only seven out of the 450 applicants for the 30 vacancies in Molo District were successful. So, if you wish to be fair to both sides, could the Assistant Minister give an undertaking to the House that you will hold in suspension further processing of those applicants so that this matter is dealt with properly to the satisfaction of the Member and the people of Molo? That way, the people whose ... view
  • 4 Sep 2012 in National Assembly: So, could the Assistant Minister - as you wait - order the suspension of the exercise for the part that is being complained of? That way, we will be fair. view
  • 21 Aug 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. The Minister must be aware that even before setting up a simple primary school, there is a criterion that must be followed. So, is she in order to say that for the universities to be set up, we must wait for the legislation to come, debate and pass it, when, in fact, it is within our power to promulgate regulations which can set the tone even for the law to come? view
  • 21 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity--- view
  • 21 Aug 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to make my contribution. Mr. Temporary Deputy Speaker, Sir, first of all, I want to state from the outset that I fully support the names that have been laid by the Chairman of the Departmental view
  • 15 Aug 2012 in National Assembly: Madam Temporary Deputy Speaker, I beg to move that the Coconut Bill (Bill No.58 of 2011) be read a Second Time. Madam Temporary Deputy Speaker, this Bill has various targets that it wishes to achieve. But before I say a few things, I wanted to thank the Minister for Agriculture with whom we have consulted and Mr. Ndambuki. They have absolutely no objection to this Bill. Already the Kenya Coconut Development Authority exists. It exists, not as a statutory body but as a body that was set by an Executive Order of the President. The board has been functional and ... view
  • 15 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank Mrs. Odhiambo-Mabona for seconding. I want to thank Mr. Kilemi Mwiria, Fahim Twaha, Mr. Onyancha, Mrs. Sophia Noor, Mr. Shakeel, Ms. Shakila Abdalla, Maj. Sugow, Mr. Chanzu, Mr. Nyamweya and Prof. Anyang’-Nyong’o. I want to thank all these hon. Members for fertilizing the thoughts that were within this Bill. Mr. Temporary Deputy Speaker, Sir, I know that this House means well and we are going to put every idea into consideration. I have taken notes and I will look at the HANSARD. The majority of the hon. Members have requested that ... view
  • 14 Aug 2012 in National Assembly: Mr. Speaker, Sir, there is a question that is fundamentally worrying many Kenyans about the FPE funds. We want a categorical statement from the Minister to clarify whether the FPE programme is, indeed, sustainable or the Government is having problems or second thoughts about it. We have, unfortunately, had a lot of threats by teachers. Is this programme on or it will go with the President when he retires? view
  • 14 Aug 2012 in National Assembly: Mr. Speaker, Sir, these facts are incontrovertible. We are told the man was in the hands of the police at the time of his death. The death was confirmed by a doctor from that country. Mr. Speaker, Sir, the State officials from both countries have confirmed that, indeed, the death occurred in the hands of state agents. This is a very clear-cut case where the Government can make reasonable demand for financial compensation from that Government. In fact, where state agent terrorism is involved, there is precedence; for example, the Lockerbie bombing. Has the Minister made financial demands for compensation ... view
