I am worried because when you look at the vote expenditure, you will find that the Kenya Maritime Authority, Kenya Civil Aviation Authority (KCAA) do not have a vote head that talks about other operating expenses, yet in the Kenya Ferry Services, while they have given other expenditure, you will see that Kshs50 million has been given. However, it is very worrying when you hear that allocations for certain regions are being reduced arbitrarily from Nairobi. Why is it that the Government has chosen to avoid listing down the bigger Votes? They are bringing the smaller Votes from the various departments of the Ministries and leaving out the bigger ones. Is it a strategy that the Government is trying to avoid scrutiny of these Votes so that they can have these Votes go through Guillotine?   • 12 Aug 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. When the Minister was moving the Development Vote, I heard him clearly talking about Kshs2.5 billion and gave a summary on how he will allocate the money. I am looking at the Estimates for 2010/2011, and I can see that the Ministry’s Development Vote is Kshs2.276 billion. Could he clarify whether we are talking about the same thing, so that we know we are moving in the same direction before the Vote is seconded or make the necessary correction? view
  • 12 Aug 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I just want to ask for a clarification, so that when we start, we do so, on a correct note. When moving the Vote, the Minister talked about the Development Vote and quoted the figure as Kshs2.5 billion. The Estimates for 2010/2011, show Development Vote for this Ministry as Kshs2.2 billion. I want to know whether the figures we are talking about are the same or is there a problem there, so that we can move on in the right direction? Just a clarification! view
