When HELB was set up in 1995, part of the things that it gave power to and created was the Act of Parliament that gave it power to legally recover the loans. One of my favourite clauses during the Referendum campaigns in many parts of the country that I went to was Clause 130, which we now call Section 130, which requires that Cabinet Secretaries, read Government, will be appointed taking into consideration, ethnic and regional balancing. Madam Temporary Deputy Speaker, this is a very critical element that must be addressed. There is complete imbalance in HELB as it stands right now. I am singling out HELB because it is on the Motion here, but there are many Government institutions that will have to be looked at afresh. Right now, if you look at HELB, you will find that the number of students who can be accorded loans for doctorate and masters studies is limited to only 200 per year. Right now, if you look at the demography of the students and go back to history, you will see that the Coast region has been completely marginalized. It is kimenyano .
