Mr. Speaker, Sir, I beg to disagree with the Minister that the Ministry only comes in to make sure that the water is clean, which is very true. However, the mandate of the Ministry of Public Health and Sanitation is preventive. A lot of its business is preventive as opposed to the Ministry of Medical Services which is curative. The use of water as a preventive agent in medicine is very clear even when you eat food and you do not drink water. On a point of order, Mr. Deputy Speaker, Sir. I was interested in the same question and I thank hon. Lagat for asking it. The Minister cannot say that the Government has not quantified the amount because where there is permanent disability or death, the figures are well known. Is the Minister in order not to clarify in the case of death as requested by hon. Lagat the exact figures that the soldiers get?

Mr. Deputy Speaker, Sir, I wish to agree with all my colleagues who have spoken before me. However, in the Budget Committee we made certain concrete proposals to the Minister. A Motion was brought to this House to change whatever proposals in terms of Budget that he had given this House. This House approved those resolutions. After the approval of those resolutions, the promise we had from the Minister was that he would include all the Budget Committee proposals into the Printed Estimates. I want to specifically look at three particular Votes and we would appreciate explanations from the Minister. If you look at Vote R114, this is a Recurrent Expenditure Vote that is supposed to go to the Ministry of Transport; the Minister has sought approval of roughly Kshs1.5 billion. On a point of order, Mr. Speaker, Sir. Under Standing Order No. 40, in the absence of the Prime Minister, there are two Deputy Prime Ministers who ought to be here to carry on the business of the House. Could we have the official position as to whether these Deputy Prime Ministers are really still there, or what is the position of the Government? Could the Leader of Government Business clarify the position with regard to the Deputy Prime Ministers?

On a point of order, Mr. Speaker, Sir. On a serious note and following up on hon. Odhiambo’s question, the country needs to get clarification. Now that they are not deputising the Prime Minister, could the Leader of Government Business explain to the House whether under the titles of Deputy Prime Ministers, those individuals holding those title are still drawing perks from those titles? Are they holding any offices and if they are, what duties are they executing against the salaries, perks or emoluments they are being paid? We want value for money.

Mr. Speaker, Sir, whenever someone goes into new business, there is the requirement of huge capital investment. On the part of the Government, we will go into the new business of counties. I was expecting the Prime Minister to tell us the minimum irreducable in terms of physical infrastructure that the Government has made preparation for. How much money, and I want very specific answers, has the Government set aside for the creation of these least of minimum irreducables at the county levels:
