8 Dec 2009 in National Assembly:
Mr. Speaker, Sir, the whole of this Section 78, as hon. Imanyara will bear with me, consists of Sub-sections 1, 2, 3, 4 and 5. In all of those, it is specific on the freedom of religion. Section 78, which I have cited, is completely different from the one he is talking about which talks about Section 70 â the personal liberties. It is this Section 78 that I am asking the Minister to clarify whether he is satisfied that it has not been contravened. I have stated the other clarifications that I sought from the Minister.

Mr. Deputy Speaker, Sir, this Question is not a simple matter because when many Kenyans go to a supermarket and purchase an item for Kshs99, they are given a sweet at the point of getting change, even when you are not feeling sweet that day. The reason for that is that there are no coins in circulation. Kenyans are being denied the rightful change in many places. When is the Assistant Minister going to make sure that we have enough coins in the economy, or is there a problem?

Mr. Deputy Speaker, Sir, I rise to demand a Ministerial Statement from the Minister for Justice, National Cohesion and Constitutional Affairs with regard to the programme of securing a new Constitution in Kenya, which he administers on behalf of the Government, in relation to the proposed time that we will go on recess. It is public knowledge that on Thursday, next week, Parliament should go on recess. Traditionally, we will report back in the month of March, 2010. Being aware of the fact that the country is anxious to get a new Constitution, we want to know how the Minister ...

Mr. Deputy Speaker, Sir, in his answer, the Minister has said that he intends to settle IDPs in parcels of land that have been identified from expression of interest for sale to the land bank. Amongst the provinces where those parcels of land are offered are Rift Valley, Central, Coast and Nyanza. I want the Minister to confirm to the House that he will give preference to settling the squatters in Coast Province before settling other people as he buys the land. There is fear that people will be brought to the land in Coast Province and those who are ...

Mr. Deputy Speaker, Sir, I stand to seek a Ministerial Statement from the Minister for Lands. With the planned establishment of the Lamu Port in Lamu District, there has been a massive allocation of lands by the Ministry of Land to top politicians, âconnectedâ people, civil servants and businessmen who are based in Mombasa.

This massive land allocation has affected both Lamu District and Tana Delta districts, which I represent. It appears to us that the more things change, the more things remain the same. In that Ministerial Statement, we would like the Minister to clarify the following issues:- (1) who owns land exceeding 50 acres in those two areas, be it Government land or land allocated to them in whatever way; (2) where land is allocated to companies, we would like to know the directors of those companies; (3) how many local people have been allocated any land parcels in the Lamu and ...

On a point of order, Mr. Speaker, Sir. From the answer and on the face of it, there was discrimination. That is because Dr. Midred Mudany, who is a female, was discriminated and marginalized by the Minister. There was also Dr. Waqo Ejersa, who is from the marginalized community, who was also marginalized by the Minister. So, in your direction, I am requesting that you order the Minister to go and also face the Committee on Equal Opportunity, under Standing Order No.192. We will not have discrimination in Kenya.

Mr. Speaker, Sir, in our neighbouring country, Uganda, most people have guns, including security companies such as the G4S that has been hit with robberies. Could the Assistant Minister consider allowing our security companies to carry guns in view of the fact that the police force is inadequate and we are still living way below the recommendations by the United Nation (UN) as far as the ratio of policemen to citizens is concerned? Could the Minister consider allowing these people to carry guns so that we can reduce the robberies to the same level as that of Kampala?

asked the Minister for Information and Communications:- (a) what is the total cost of the recently launched East African Marine Systems (TEAMS) project; (b) when the project will start actual operations; (c) what security measures are in place to ensure safety of the fibre optic cables; and, (d) what steps he is taking to ensure optimum use of the facility, considering that very few Kenyans own computers.

Mr. Speaker, Sir, first of all I would like to thank the Assistant Minister for bringing the fibre optic cable into operation in Kenya, because previously we had a lot of problems with the call centre operators using the old technology, which used to have the problem of latency. But now that the Government has spend US Dollars 105 million, what has it done in a practical manner to tap into the 109 billion dollar call- centre outsourcing business worldwide? We have learned from the facts available that India is doing 39.6 billion, Philippines is doing 3.26 billion, and Kenyan ...
