Mr. Speaker, Sir, I stand to support that Motion for only one reason. These extensions that the Government always seeks to sit at night have brought very negative connotations to this Parliament. In fact, somebody was telling me that this business of extending Sittings to midnight: “ Kwani nyinyi ni wachawi ?’ So I am happy that this time the Government is doing it in the morning. Now, since 1994 to date is about 18 years, surely, could the Assistant Minister really tell us whether, before he came to the House, he got a brief from the CID Director and if not, can he cause that to happen? I am standing under Standing Order No.142. When the Minister was moving this Motion he did not; and I remember very well, he failed to signify that the President has given consent to this Motion.

On a point of order, Mr. Temporary Deputy Chairman, Sir. If you look at this Bill, you will realise that it is critical, for example, for the functioning of the county governments. We debated these matters during the Second Reading. The Minister never took into consideration some of the issues we raised, for example, the 15 per cent ought to be a direct charge on the Consolidated Fund. This was ignored amongst many other things. Mr. Deputy Speaker, Sir, the Assistant Minister is trying to convince us that the Government is way ahead in terms of affirmative action. However, we are not asking about railways and other infrastructure. We are asking about roads. Can the Assistant Minister table a formal policy paper that says these are the roads we are building, and these are the roads we are building under affirmative action?
