Mr. Temporary Deputy Speaker, Sir, I want to confirm what Dr. Khalwale has raised. For example, three weeks ago, immediately after we raised some information about millions of shillings of donor funding from various Government departments that had been returned without utilization as a result of failure by various Government Ministries to utilize that money, I immediately filed a Question with the Office of the Clerk â and I can see one of them is here. I want to know what is happening. Why is it that Questions are not being filed and are not reaching the Prime Ministerâs Office? ...

Mr. Temporary Deputy Speaker, Sir, I beg to ask the Minister for Regional Development Authorities the following Question by Private Notice. (a) What amount is owed in salary arrears to workers of the Tana Delta Irrigation Project of TARDA? (b) What is the number of workers affected by the non-payment of their salaries? (c) Why has TARDA withheld payment of the salaries for so many years, and when will the payments be made?

Mr. Speaker, Sir, I really want to thank the Minister, because it seems that when I filed the Question, he took the necessary action. I am very happy about that action. Having said, I would like to know what plans the Minister has to ensure that we do not have a lot of people suffering again from non-payment of salary arrears. It has been the habit of the Tana Delta Irrigation Project management to delay payment of wages to employees. These are very poor people. So, what plans does he have to ensure that those people do not suffer the ...

Mr. Temporary Deputy Speaker, Sir, I also wanted the Minister to tell us how many people, from the locality, have been employed on permanent and pensionable terms. There has been a complaint that the local people have always been discriminated against when it comes to employment. As you heard from the written answer to the Question, 238 workers were casuals, but when it comes to permanent and pensionable staff, you will find that the local people of Garsen are discriminated against whereas people from Nairobi and other parts of the country are employed. So, could he give an assurance that ...

Mr. Speaker, Sir, the facts that are within our knowledge are that Mara Conservancy is making so much money from Trans Mara County Council, but it is not paying anything that one can talk about. In fact, the Chief Executive Officer of Mara Conservancy earns Kshs1million per month. That tells you, roughly, what kind of revenues are being generated there. The Deputy Prime Minister and Minister for Local Government now says that he does not want to interfere with the contract. He has told us in his answer that from time to time, they carry audits on councils. Now, if ...

Mr. Deputy Speaker, Sir, I would like to, first of all, congratulate the Government for the recent plan to recruit teachers on contract so that they can reduce the problem of shortage of teachers. The problem that is in Maji Mazuri could be the same problem that we have in Garsen. What formula is the Assistant Minister going to apply so that all of us, the few teachers who are going to be recruited, we are going to have a fair share? There has been very erratic distribution of these teachers and marginalized areas have continued to be marginalized. Could ...

On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister is not going to get away with this. I did not ask for data; I asked for a formula. He is a professor

On a point of order, Mr. Speaker, Sir. I rise under Standing Order No.40 for a very simple reason. The Prime Minister has been absent from this House for three consecutive sessions. I, and Kenyans expected that the first thing he would do is to, at least, explain where he has been. The Prime Minister has been sending his two deputies here. The first one, Mr. Uhuru Kenyatta runs an extremely busy Ministry. The same case applies to Mr. Mudavadi. In fact, Mr. Mudavadi told us in this House that he was unable to explain---
