But, I am wondering, if we want to restrict, especially on the question of property ownership, to citizens alone, so that we do not, again, open too much--- I do not know whether the Chairman of the Departmental Committee on Administration of Justice and Legal Affairs took that into consideration. We are opening it up to everyone. I think something needs to be done there. view

As I said the day before yesterday, there have been some concerns about this Bill by some members of Non-Governmental Organizations (NGOs), raising fears amongst Kenyans that there could be a problem with some of the seeds. view

They did the same when we were moving the Industrialization Bill in this House.
