But, I am wondering, if we want to restrict, especially on the question of property ownership, to citizens alone, so that we do not, again, open too much--- I do not know whether the Chairman of the Departmental Committee on Administration of Justice and Legal Affairs took that into consideration. We are opening it up to everyone. I think something needs to be done there. view
