Mr. Temporary Deputy Chairman, Sir, it is a good proposal. But, I am wondering, if we want to restrict, especially on the question of property ownership, to citizens alone, so that we do not, again, open too much--- I do not know whether the Chairman of the Departmental Committee on Administration of Justice and Legal Affairs took that into consideration. We are opening it up to everyone. I think something needs to be done there.

Mr. Temporary Deputy Speaker, Sir, I beg to support the Biosafety Bill, 2008. As I said the day before yesterday, there have been some concerns about this Bill by some members of Non-Governmental Organizations (NGOs), raising fears amongst Kenyans that there could be a problem with some of the seeds.

They did the same when we were moving the Industrialization Bill in this House. What happened then was that they came to the Minister and to the relevant Departmental Committee and all the matters they raised, the hon.
