  • 23 Oct 2008 in National Assembly: Mr. Speaker, Sir, I think the hon. Member and Dr. Eseli must be interested in why we reinstated the Chief Pharmacist to his position. I owe this House an explanation and it is very brief. I stand to be corrected, if I am wrong. What happened was that previous to us being appointed to that Ministry, the Chief Pharmacist, Dr. Kosgey, was on suspension. Unfortunately for us, the Minister who was there before suspended him--- view

  • 23 Oct 2008 in National Assembly: Mr. Speaker, Sir, what happened was that he was suspended, yes, but when we looked at the file--- It went through the disciplinary procedures, and there was no record of the due process having been followed. As a Ministry, we were then forced to ask for this information, part of which the hon. Member has tabled; since the information has reached us, we are looking at the issues in his file and then we will make a proper recommendation after following the due process. Definitely, we cannot act in this Parliament in the manner that the hon. Member might want ... view
  • 23 Oct 2008 in National Assembly: Thank you, Mr. Chairman, Sir. I am pleading with the Chairman of the Departmental Committee on Administration of Justice and Legal Affairs. The precedence we have seen in this country of late, for example, from the Justice Waki Commission and the Justice Kriegler Commission--- 2992 PARLIAMENTARY DEBATES October 23, 2008 The kind of appointments that we have seen coming from the sitting President, really, even without having gone through Parliament, cannot be seen to have been prejudicial in a sense. So, I am pleading with hon. Members that in this particular case, it is, in fact, going to pass through ... view
  • 23 Oct 2008 in National Assembly: Mr. Chairman, Sir, I just want to commend the Chairman of the Departmental Committee on the Administration of Justice and Legal Affairs for the efforts he has put. I really like this amendment. We should support it because it seems they have gone down to the nitty-gritty of trying to avoid a situation where the victims' rights are compromised. Mr. Chairman, the House should support this amendment. view

  • 22 Oct 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. I have tried to accommodate the hon. Member, but he is continuing to breach the House rules by reading his notes. Is he in order to read his notes instead of debating this Motion? view
  • 21 Oct 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also want to take this opportunity to congratulate the Minister of State for Planning, National Development and Vision 2030 for moving this vote successfully. I would also like to support the ideas that he has put forward for us to debate and consider. At the very initial stage, when the Minister was moving this Vote, he stated that in his 2007/2008 financial budget, he had about Kshs1.9 billion which was for Recurrent Expenditure and about Kshs1 billion for the Development Expenditure. This financial year, that is, 2008/2009, we have about Kshs15.2 billion out of ... view
  • 21 Oct 2008 in National Assembly: Is this Grand Coalition Government all about two areas only, so that the rest of the country does not benefit at all? The Minister needs to explain this. We need to know what is happening in this country. When we talk about fairness, is it about being fair to two regions in this country alone? The Minister needs to explain this to us. If he needs to fire some bureaucrats, he should do so because we are tired of talking about the same thing in this country everyday. Each time we pass Votes here, we talk about equitable distribution of ... view
  • 16 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) The Saboti Health Centre was gazetted as a Sub-District Hospital on 8th August, 2008 through Gazette Notice No.7270, published under the Medical Practitioners and Dentists Act, Cap.253, Laws of Kenya. (b) Granted, the facility was upgraded after the budgeting process for the current financial year had already been completed. Budgetary provisions for Saboti Sub-District Hospital will be factored in the 2009/2010 Financial Year.
