  • 16 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, obviously, the hon. Member is trying to catch me. However, October ends on the 31st; so, I will not tie myself to the 20th. The ambulance will be delivered within the month of October. view

  • 15 Oct 2008 in National Assembly: Thank you, Madam October 15, 2008 PARLIAMENTARY DEBATES 2739 Temporary Deputy Speaker, for giving me this opportunity to make a brief contribution to this Motion. May I also thank hon. Namwamba for moving this Motion that deals with the real issues that affect our people. I also want to thank Dr. Khalwale for the support in seconding this Motion. I honestly support the spirit of this Motion because I know what it means. However, I am not sure that everything, especially the legal aspect of it, is possible in terms of riparian reserves, what it means when we go into ... view
  • 14 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I thank you for giving me this opportunity to also make my contribution towards this Vote. First of all, may I thank the Deputy Prime Minister and Minister for Local Government, Mr. Mudavadi for ably moving this Motion and for the manner in which he has so far conducted the affairs of this Ministry. Madam Temporary Deputy Speaker, I support this Motion, but, as I have always said before, everything that is good can always be made better. I start with a few things that I would want to propose to the Minister. In terms of ... view
  • 9 Oct 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. I entirely concur with the directions that you have given us in terms of tabling documents. However, while agreeing with you that you are giving us a proper direction, especially for those who intend to bring documents before this House, I would urge you to give further directions in situations where while a Member is on the Floor debating, he is challenged to produce a document. The procedure that has been laid out would defeat the purpose of trying to get the information at that moment. Mr. Speaker, Sir, we had an ... view
  • 9 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir for giving me an opportunity to also make my contributing to this beautiful piece of legislation that is before us. Mr. Temporary Deputy Speaker, Sir, first of all, I want to thank the Minister so much because this is one of the things that will distinguish his stint as the Minister for Co-operative Development. When Ministers go to a Ministry, they must leave a mark and for sure, the Minister 2646 PARLIAMENTARY DEBATES October 9, 2008 will leave a mark in this Ministry by moving and legislating this piece of legislation. • 8 Oct 2008 in National Assembly: Ahsante sana, Bi. Wapo ... view
  • 8 Oct 2008 in National Assembly: .
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support this Motion. I just want to plead with the House for a few minutes. On Wednesday morning, a Motion was moved here, which sought to change the membership of the Parliament Service Commission (PSC), so that Members of Parliament can be subject to other bodies other than ourselves, in terms of looking after our affairs. That Motion was debated here by about ten of us. It was just because some of us were able to see it and plead with the Mover to withdraw it. All of us were going to be ... view
