  • 1 Mar 2012 in National Assembly: Mr. Speaker, Sir, I rise to support this Petition that has been very well presented by hon. Mbadi. I would like to say, in support of this Petition, that we inherited the practice of having a national broadcaster from our former colonial masters. If you look at the way the BBC is structured, the way it is held in respect and the way it is treated as a State corporation, there are good things that we need to emulate from that broadcasting corporation. view
  • 1 Mar 2012 in National Assembly: 1 Thursday, 1st March, 2012 (P) Some new thing crept somewhere along the way saying that the KBC must make profit. However, you cannot compare a national broadcaster with other commercial stations. They have a duty far and above making money. This petition is in place and we will support it as a House. view
  • 1 Mar 2012 in National Assembly: Mr. Speaker, Sir, when we used to practice in Mombasa, we also had a serious problem of backlog of cases. At that time - the law has not changed - one of the immediate measures that was taken by the then Chief Justice was the appointment of Commissioners of Assize who were able to execute the authority similar to the one of a judge of the High Court. The immediate impact was a huge reduction of the backlog of cases. What I am asking is why can the Chief Justice not appoint four or five Commissioners of Assize to reduce ... view
  • 1 Mar 2012 in National Assembly: 5 Thursday, 1st March, 2012 (P) option but to wait? Why can he not urge the Chief Justice to take immediate remedial measures and reduce the suffering of the people of Bungoma? view
  • 29 Feb 2012 in National Assembly: On a point of procedure, Mr. Deputy Speaker, Sir. It has been the custom and practice of this House that no matter how bulky a report is, the Chairman moving the report should do it in a summary form. The way the Vice-Chairman is moving the report is by reading word for word. You already directed that we read this report. I am pleading with you that you give directions so that the Vice-Chairman can summarize the report. We have already read what he is saying. view
  • 29 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. With due respect to the Prime Minister, sincerely I am trying to connect the globe roundabout committee with food security but I am not getting this. In food security you tell us how much there is in the grain reserve right now. What is the situation? Are there people suffering? What is the Government doing? What has all these got to do with anything? Mr. Speaker, Sir, this could be a subject of a simple press release from the Prime Minister’s office. It cannot take Parliament’s time to announce a committee. Can ... view
  • 29 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I would like to state, first of all and very quickly--- I have three points because I know other people will be raising that contrary to Standing Order No.47(3) if you look at this Motion clearly, you will find that it is calling for the commitment of public funds for which no provision has been made in the Annual Estimates as adopted by the National Assembly. Throughout, we have known, and it has been proposed by the IEBC that the wards they were going to work with were 1,450. Indeed, the ... view
  • 29 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, we must accept that even if we are in a situation where the Constitution does not favour us, it does not change. In this case, the Constitution is favouring the implementation of the mandate of IEBC. I remember the Chairman trying to quote the law of the IEBC, but we have a principle in law which says that any law that is inconsistent with the Constitution is considered repugnant. Therefore, the Chairman of IEBC is not under any direction. Mr. Deputy Speaker, Sir, I urge that you give a ruling that this Report should not be ... view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I also want to oppose, like what the Chairman has said. However, my point is different. The fact of the matter is: The counties will bear the salaries, emoluments and all the monies that need to be paid to thecounty representatives. Already, we are talking about an account that is not going to be that healthy. Then, let us not forget about the one-third principle. If, for example, we have a view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, the amendment that I propose to move here is similar to the amendment that hon. Dr. Nuh, the Member of Parliament for Bura, is proposing to move at No.22. I like the wording that he has used there. So, I want to cede my bid subject to Dr. Nuh’s amendment being moved. view
