  • 30 Jul 2019 in National Assembly: I come from a marginalised county of Taita Taveta where we are given Kshs5.5 billion from the Equalisation Fund based on audited financial accounts of the 2014/2015 Financial Year. We do not give funds to the grassroots realistically based on current audited financial accounts. I, therefore, support the Motion. Before I sit down, allow me, on my behalf and that of the people of Taita Taveta, particularly my constituency, to send my condolences to the family of our colleague, Hon. Ken Okoth whom we lost last week. I knew him fondly and closely. Now that he has gone to be ... view

  • 24 Apr 2019 in National Assembly: Thank you, Hon. Deputy Speaker. At the outset, I would like to support this Motion on the President’s Address. I will make a few remarks. However, before I do that, I am excited this morning to have students from my constituency who are seated in the Speaker’s Gallery. They are 25 boys from my former school, Dr. Aggrey High School. They have visited Parliament to learn a few things. Dr. Aggrey High School is the best performing school in my constituency and in Coast region. I also have Class VII and VIII students of Nguraru Primary School. It was the ... view
  • 24 Apr 2019 in National Assembly: am excited that they are here this Morning. I also I have the top ten students in their respective classes in Werugha and Kishushe schools. They are here with us. So, we have 75 students witnessing what is happening in the National Assembly today. Therefore, I am an excited Member of Parliament today. The President was clear that he will strive to remain faithful to his constitutional call as the President of this country. He committed that he will not look back given the confidence that the citizens have bestowed on him. It was a good thing that the President ... view
  • 24 Apr 2019 in National Assembly: Thank you, Hon. Deputy Speaker. As I conclude, I know the President means well to unite this country so that it is as it was before Independence. However, we have issues on marginalisation. The electronic version of the Official Hansard Report is for information purposes only. • 24 Apr 2019 in National Assembly: One time, I travelled to Germany and I noticed how East Germany was being promoted by the Equalisation Fund that was established during the re-unification in 1990. To date, that Equalisation Fund continues to support East Germany federals. Today, there is marginalisation in this country. Taita Taveta has been removed from the Equalisation Fund. Many communities feel alienated. They feel that they are not part of this country. When politicians, including the top leadership go around the country, they only count on the communities that have numbers. Communities that have small numbers do not feel that they are part of ... view
  • 3 Apr 2019 in National Assembly: Thank you, Hon. Speaker. I stand to bring a petition on behalf of Taita Taveta residents, on the issue of marginalised areas accessing resources from the Equalisation Fund. This was a petition which was submitted in the last Session and it expired, so I am resubmitting it. I, the undersigned, on behalf of residents of Taita Taveta County, draw the attention of this House to the following: THAT, Article 204 of the Constitution establishes the Equalisation Fund which provides that 0.5 per cent of all the revenue collected by the national Government each year, calculated on the basis of the ... view
  • 3 Apr 2019 in National Assembly: infrastructure, human-wildlife conflict and reluctance by teachers to take positing in the county due no hardship status; THAT, 62 per cent of land in Taita Taveta County is under wildlife, leaving very little land for viable economic activity by residents, compounded by lack of title deeds or ownership, the county still registers the lowest electricity connectivity at 10 per cent of homes connected to power as opposed to CRA claims that the area is adequately connected; THAT, the idea to spread the Equalisation Fund thinly to 34 counties up from 14 counties is ill-advised as counties enjoy equitable share of ... view
  • 21 Mar 2019 in National Assembly: Thank you, Hon. Speaker. I stand to reintroduce this Petition that was presented on the Floor of the House in the last Session but lapsed. It is Petition No.26 of 2019. I, the undersigned, on behalf of the teachers of Taita Taveta County, draw the attention of the House to the following: THAT, Article 41(2)(a) of the Constitution stipulates that every worker has a right to fair remuneration; THAT, further, the public service policy provides that public servants working in hardship areas are entitled to hardship allowances; THAT, Legal Notice No.534 of 1997 read together with Section 7 of the ... view
