  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, while I thank the Assistant Minister for the answer, SACCOs are very good in collecting money from the members. This is members’ money. From the answer, she has indicated that Teleposta has been able to pay the members and a balance of Kshs150 million is yet to be paid, three years down the line. The Mawasiliano SACCO is yet to pay over Kshs40 million to the members. Most of these members have been spending money on travel coming to follow up their dues in Nairobi and back to their destinations. This is their right and this ... view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, members join SACCOs so that when they require some loans, they can acquire them within the shortest time possible. The Assistant Minister has assured this House that the SACCO will not collapse with members’ money. As we speak now, there are certain SACCOs and, in particular, Nandi Teachers SACCO which cannot give loans to teachers as they wish. What is the Ministry doing to ensure that there is no mismanagement and that the SACCOs have sound management principles to ensure that members can access the loans every time they want? view
  • 24 Mar 2010 in National Assembly: Thank you Mr. Speaker, Sir, for giving me this opportunity. Examinations are there to help our students move to the next level. Some of them look for places outside this country and when we see news on cheating in exams being flashed in our media, it concerns us because it raises the question of validity and integrity of our certificates and, therefore, the need to stop cheating completely. First of all, of course, the banning of students for two years will not have been the best solution and I thank the Minister for withdrawing that. Mr. Speaker, Sir, I wish ... view
  • 23 Mar 2010 in National Assembly: Mr. Speaker, Sir, first, let me thank the Assistant Minister for the Ministerial Statement. Kenya Airways is our national career and I would like, on the onset, to congratulate them for the many awards they have received. However, the concern we have is that, being “ The Pride of Africa”, I did request the Assistant Minister to indicate to this House how much money was spent on payment to hotels and parking fee at Addis Ababa Airport. Secondly, the reason that he has given for the delay on that particular day is because the crew ran out of their duty ... view
  • 11 Mar 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. At last I have caught your eye. view
  • 11 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, the issue of shortage of teachers has been with us for quite some time; we have shared a lot with the Ministry. It concerns Kenyans and I concur with hon. Ruto, and the rest of the House, that this is a great concern that must be addressed very, very seriously. We have schools where one teacher is teaching up to 300 pupils and that, definitely, compromises the quality of education. Listening to the Minister, he has indicated that there are plans to advertise for positions of teachers in the next two weeks. Could he confirm to ... view

  • 11 Mar 2010 in National Assembly: The Minister had indicated that he is going to advertise for positions in the next two weeks. I just requested him to give us the number, so that the public can know that something is happening. view
  • 10 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has indicated that he can only provide for the referendum money in the next financial year. If that is the position then it means Kenyans will not go for a referendum before September this year. When are we likely to go for the referendum? view
