Mr. Temporary Deputy Speaker, Sir, it is not in secret. That is why I said that everybody is present when recruitment is made at the NYS. I do not think it will be proper to allow members of the public to go to the NYS camp to witness the recruitment exercise. However, hon. Members, being the eyes of public have already requested that they be shown the list. Since they will be shown the list, it is just as good as members of the public witnessing the exercise. Thank you, Madam Temporary Deputy Speaker. I stand here to support this Motion. First, I would like to congratulate this Minister for the improvement that he has done in the Ministry of Lands since he took office. However, a few things need to be pointed out. First, by his own admission, he says only Nyanza and Western Provinces have been completed as far as land adjudication is concerned. This is a matter that should concern this House because 45 years after Independence, we still have six provinces where land adjudication has not been completed.

On fiscal planning, most of our urban centres are not planned. Therefore, you have haphazard developments coming up in most of these areas. This must fall squarely on the Ministry of Lands, that the majority of urban centres are not planned. This goes to support what the previous speaker said in as far as the issue of title deeds is concerned. Even in major urban centres, people have no title deeds to the land that they own. Mr. Temporary Deputy Chairman, Sir, I oppose the deletion. If you listened to the Chair of the Departmental Committee on Administration of Justice and Legal Affairs, he said that he is very much persuaded and, as a matter of fact, after discussing with the Attorney- General after the meeting of his Committee, he was of a different opinion. He is simply putting this matter as it is so as not to contradict what the Committee had discussed earlier.
