  • 14 May 2013 in National Assembly: I am the Member of Parliament for Ugenya. Using the Standing Orders, is the Leader of Majority Party in order to keep taking us round in circles on a simple question? As the Committee, you have recommended that one Ms. Kandie be rejected. You have recommended that 15 of them be accepted. What we want are just reasons only, so that we can proceed with this Motion. view
  • 8 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this very important Bill. To me, this is the most important Bill in this House this year. It is because this Bill will determine whether our county governments will start and run or they will become “kaput”. This Bill will basically lay the foundation for the much sought after devolution. That is why we must ensure that it sets a good basis for devolution. I am appalled by the fact that we have a Bill before us that purports to divide revenue between the national Government and the county governments and ... view

  • 8 May 2013 in National Assembly: Hon. Deputy Speaker, if I may go slowly, I only said that rules are handmaidens of justice, but where they interfere with the carriage of justice, then we must allow ourselves to negotiate and discuss the rules so that they work for us. That is all I meant. I think that is even how we interpret laws in courts so that where rules are made absurd, the persons looking at them must bend them so that they fit the circumstances. I did not talk about Committees, but now I will talk about them. The fact is that we need to ... view

  • 18 Apr 2013 in National Assembly: This country is again at a time when thorough and focused leadership is required. This can only be done if we do things according to the law or as the law requires. We cannot and the President cannot claim that he will respect the Constitution and political parties and yet what we have seen in the last two weeks is a busy attempt at trying to get to the numerical number of 232. view

  • 18 Apr 2013 in National Assembly: Hon. Speaker, Sir, we would like the President to work with the numbers that he has. Let him leave the political parties alone or to operate without trying to influence them to join the Jubilee Government. view
