  • 15 Feb 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think I will proceed. The answer that the Assistant Minister has read is quite shallow. I had asked a very specific question. I had asked whether the Government could consider extending the COMESA deadline considering that very little has been done in reforming the sugar sector. The answer that the Assistant Minister has given has explained that an extension could not be given. Could he tell us why it is difficult for them to extend the deadline, while he knows very well that our sugar factories are not properly positioned to match the COMESA ... view
  • 15 Feb 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, for the sugar factories to compete well with the sugar coming in from the COMESA countries, I believe that our factories must be privatized. When will the Government complete the process of privatization? view
  • 10 Feb 2011 in National Assembly: Mr. Speaker, Sir, if I got the Minister right, he has indicated that they sold those vehicles at a cost of Kshs338,244,955. They bought the fresh fuel guzzlers at Kshs566 million. Could he tell us if there was any logic in recovering those vehicles from different Government Departments? view
  • 10 Feb 2011 in National Assembly: On a point of order, Mr. Speaker, Sir! view
  • 9 Feb 2011 in National Assembly: asked the Minister for Agriculture:- (a) whether the Government could consider extending the COMESA deadline once more considering that very little has been done in reforming the sugar sector; and, (b) when the Government will implement the Sugar Act 2001 and also disburse the Sugar Development Fund. view
  • 9 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I do not have any objection as long as the he can come with a comprehensive answer when he appears here next time. view
  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister confirm or deny that they have failed to account for the monies that were disbursed to them earlier, and that that is why the Ministry of Finance is finding it difficult to disburse more funds to them? view
  • 18 Jan 2011 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister of State for Defence the following Question by Private Notice. (a) Could the Minister explain the reason for the premature retirement of Major-Gen. Enock Sasia, Brig. Arthur Owour, Col. Joseph Ojwang, Lt. Col. Rono and Lt. Col. Machasiu from the Armed Forces? (b) Could he provide a list of senior military officers whose services were extended, the respective justifications for the extension of service and explain the apparent skewed application of the decision? (c) Could the Minister also explain the correlation between the premature retirements and the procurement of the 42 ... view
  • 18 Jan 2011 in National Assembly: Mr. Speaker, Sir, I am really surprised by the Minister’s answer. There have been a lot of flaws in the procurement of various military hardware or items in the Armed Forces of late. It is a matter that is causing a lot of concern among members of the public. I wonder whether the confidentiality the Minister has talked about is related to the flawed process of procurement of the F5 Jets that were purchased and yet they cannot take off and the navy ships that have been under repair for very many years. Could he confirm whether there is any ... view
  • 18 Jan 2011 in National Assembly: On a point of order Mr. Speaker, Sir. Is the Minister in order to mislead this House that if a military member decides to walk out, he is allowed to do so, yet they did it in a row? There must have been circumstances that led them to leave in a row. Could he explain further? Is he in order to mislead us? view
